<br />At a regular meeting of the City Council, held on October 24th, 1961, there were pree

<br />Walker, A. P. Johnson, Jr., City Manager, and J, S. Livesay, Jr., City Attorney.

<br />The meeting was opened with prayer by Mr. Atkinson.
<br />
<br /> Minutes of regular meeting of October 10th, 1961, and special meeting of October 17th,
<br />1961, were read and approved.
<br />
<br />61-293 - The following Notice of Public Hearing and recommendation of the Planning
<br />
<br />Commission were read:

<br /> "The Portsmouth City Council will hold s Public Hearing on petitions for changing the
<br />Zoning Map district boundaries, in the Council Chamber, 'fourth floor, Municipal Building, #1 High Street, on
<br />Tuesday, October 24th, 1961, ar 7:30 P.M., or adjournment thereof:

<br />Petition of Mrs. Alice B. Newman To rezone lots 6 and S, Parcel 5, Block 4 ar
<br />4606 High Street; property beginning at a point on the N. side of High Street,
<br />approximately 60 feet from the W. line of Amelia Avenue, extending along High
<br />Street for a distance o~ approximately 65 feet~ and for a depth of approxi-
<br />mately 108 feet; from Residential 75 ro the F~sidential 60 zoning district.
<br />
<br />Commissioners agreed .in September that the petition is a request for spot re-
<br />zoning in that it involves only one parcel of property which is located more
<br />than one-half mile from the nearest R-60 zoning district. However, in September
<br />it was agreed ro restudy this general area ro determine: (a) The adequacy of
<br />R-75, and (b) The need fmr~ and possible effects, of R-60 rezoning. After s
<br />month of study, the Commissi6nnagreed that R-75 is the proper classification
<br />for the general area involved and that the introduction of higher population
<br />densities is not at this time warranted. In recommending disapproval, the Com-
<br />mission notes an adjacent, vacant 60 foot lot which can be used for the erec-
<br />tion of a single family dwelling, o~ if combined with petitioners holdings, for
<br />three dwelling units; reflecting the low density multi-f~mily flexibility of
<br />R-?5."

<br />This ordin&nce closes a portion of Columbia Street at its intersection with Frederick Boulevard. This has been
<br />approved by the Planning Commission.
<br />

<br />On motion of Mr. Walker, the following ordinance was approved on first.reading, with-
<br />
<br />"AN ORDINANCE TO CLOSE A PORTION OF COLUMBIA STREET BEGINNING APPROXIMATELY
<br />SEVENTY-THREE FEET WEST-OF ITS FORMER INTERSECTION WITH FREDERICK BOULEVARD
<br />AND AIRLINE BOULEVARD AND EXTENDING EASTWARD TO ITS PRESENT TERMINUS
<br />APPROXIMATELY SIXTY FEET WEST OF THE AFORESAID FORMER INTERSECTION"
<br />
<br /> 61-295 - "I submit the attached ordinance and recommend that it be placed on first
<br />reading. This closes a portion of Porter Road lying between the east line of Reid Street and the west line of
<br />Giimerton Boulevard. This has been approved by the Planning Commission."

<br />On motion of Mr, Barnes, the following ordinance was approved on first reading, with-

<br />our dissenting vote:
<br />
<br />"AN ORDINANCE TO_CLOSE.THAT PORTION OF PORTER ROAD LYING BETWEEN
<br />THE EAST LINE OF REID STREET AND THE WEST LINE OF GILMERTON
<br />BOULEVARD AS ,PLATTED"
<br />
<br /> 61-296 - "I submit the attached resolution and recommend its adoption. This resolution
<br />changes the route of the West Norfolk-Churchland Bus line. This bus will rum from Mount Vernon Avenue to
<br />Cleveland S~reet to Douglas Avenue ~o Bay View Boulevard rather than continue straight down Mount Vernon Avenue
<br />~o Bay View Boulevard. It also makes a change in the Navy Yard-Naval Hospital route."
<br />
<br />On motion of Mr. Barnes, the following resolution was adopted without dissenting vote:
<br />
<br />"WHEREAS, by resolution adopted September 12, 1961, routes and headways
<br />were designated for intra~urban buses phrsuant To Section 16-9 of the
<br />Code of the City of Portsmouth, Virginia, 1951, as amended; and
<br />
<br />WHEREAS, it is desired that the West Norfolk-Churchland and Navy Yard-
<br />Naval Hospital routes be revised.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth,
<br />Virginia, that from and after 2:00 A.M., October 29, 1961, the sections
<br />mi the aforesaid resolution entitled 'Route 14. West Norfolk-Churchland'
<br />and 'Route,lT. Navy Yard-Naval Hospital' are amended to read as follows:
