<br />At a regular meeting of the City Council, held on November 14th, 1961, there were present:

<br />H. Irvine Smith, C. S. Atkinson, Jack P. Barnes, John L. Dillon, W.T. Leery,
<br />George R. Wa~lker, A.P. Johnson,Jr., City Manager, and J.S. Livesay,Jr., City Attorney.

<br />The meeting was opened with prayer by Mr. Dillon.
<br />
<br />Minutes of regular meeting of October 24th, 1961 were read and approved.
<br />
<br /> The Mayor greeted students fr6m Woodrow Wilson High School who were attending the meeting!
<br /> The followingreports from the City Manager were read:
<br />
<br /> 61-307 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This ordinance deals with the requirements for the construction of fallout shelters in the City, establishing
<br />certain requirements before the construction of a fallout shelter."
<br />
<br />"AN ORDINANCE TO AMEND THE BUILDING CODE OF THE CITY OF
<br />PORTSMDUTH, 1948, AS AMENDED, BY ADDING TO CHAPTER I
<br />THEREOF A R~W SECTION TO BE NUMBERED SECTION ll5, PRO-
<br />VIKING ADDITIONAL REGULATIONS WITH RESPECT ~O BUILDING
<br />PEILMITS FOR FALL-OUT AND BOMB SHELTERS."
<br />
<br />On motion of Mr. Barnes the ordinance was approved on first reading and by the following
<br />
<br />vote:
<br />
<br /> Ayes: Smith, Atkinson, Barnes, Dillon, Leafy
<br /> Nays: Walker.
<br />
<br /> 61-308 - "Bids were received for the construction of a force main and gravity sewer to
<br />service the Collingswood Sub-division and other sub-divisions of this area. Three bids were received as follows:
<br /> C. L. Pincus, Jr. & Company $15,400.00
<br /> A. Stuart Bolling Company, Inc. 16,640.00
<br /> A. G. Pinkston:Company 16,845.00
<br />I recommend that the low bid of C. L. Pincus, Jr. and Company be accepted and the contract awarded to this firm
<br />in the amount of $15,400.00 and that the proper City officials be authorized to sign the contract."

<br /> Motion of Mr. Leery to concur in the recommendation of the City Manager and that the
<br />the low bidde~, C. L. Pincus, in the amount of ~15,400.00 was adopted, without dissenting

<br /> 61-309 - "I submit the attached lease agreement between the Virginia State Department
<br />of Health and the City of Portsmouth. This covers the lease on the Health Department Building at Green and
<br />London Streets and by approval of this, will mean additional funds to the City from the State. This lease is
<br />for the period July 1st, 1961 to June 30th, 1962 and for a period.of one year afterwards beginning July 1st,
<br />1962 and ending June 30th, 1963 and can be canceled by ~ither parny upon sixty days written notice."
<br />
<br /> Motion of Mr. Barnes no concur in the recommendation of the City Manage~ was adopted,
<br />without dissenting vote.
<br />
<br /> 61-310 - "I submit herewith the 1963-64 Welfare ~udget. It is necessary to submit this
<br />to the State for consideration in the State biennium Budget. This is submitted for the information of the
<br />Council."

<br />Motion of Mr. Leery that the budget be received as information was adopted, without
<br />
<br />dissenting vote.
<br />
<br /> 61-311 - "I submit the attached resolution proposed by Councilman Walker.
<br />reference to welfare expenditures."

<br />the~following resolution was adopted, without dissenting

<br />vote:

<br />"WHEREAS, The Council of the City of Portsmouth, Virginia on the ninth
<br />day of June, 1959, unanim6usly approved a resolution protesting the
<br />tight federal and state control over the administration of the welfare
<br />program which has resulted in mushrooming costs and a permanent dole
<br />constituting a stigma and a disgrace to the stature of a free and
<br />responsible people~ and appealing for the help of its representatives
<br />in the Congress of the United States and in the General Assembly of
<br />Virginia to revise existing state and federal regulations in order
<br />to renurn control and supervision of the welfare program to the local
<br />level, and
<br />
<br />WHEREAS, during the last nwo years the cost has moved upwards, the
<br />rolls have increased, and the lsgislative dampeners to the voice of
<br />the people at the scene remain intact upon the books,
<br />
<br />NO~, THEREFORE~BE IT RESOLVED by the Council 6f the City of Portsmouth,
<br />Virginia that the sense of the abovementioned resolution remains the
<br />same as of this date and the urgency of the appeal contained therein
<br />increases annually, and that the representatives of the City of Ports-
<br />mouth, Virginia in the Congress and in the General Assembly are hereby
<br />reminded of the said resolution and again urged to take the necessary
<br />corrective action,
