<br /> 61-325 - "Hattie Freeman Crudup owns Lot 4, Block G, southwest corner of Turnpike Road
<br />and Pullman Avenue, which lot is subject to delinquent taxes in the amoun~ of $538.82 and a welfare lien in the
<br />amount of $1,431.00. Mrs. Crudup is no longer on the welfare role. Owners of adjacent property are willing to
<br />pay $1,400.00 for conveyance of this lot free of th~ taxes and welfare l%en~f$o which Mrs. Crudup is also agreeable~
<br />Two real estate men have appraised the lot as being worth $1,600.00, A'doption of the attached resolutibn concern-
<br />ing release of the excess of the welfare lien is recommended. The City will receive the $538.82 in back taxes, its
<br />share of $861.18 applied ~o the welTare lien, and the purchasers can proceed with pla~s to erect taxable improve-
<br />
<br />On motion of Mr. Wnlker, the following resolution was adopted, without dissenting vote:

<br />"WHEREAS, H~ttie Freeman Crudup owns certain real estate located a~ the
<br />corner of Turnpike Road and Pullman Avenue in the City of Portsmouth,
<br />which is subject to the statutory lien with respect to old age assistance
<br />advanced to the said Hattie Freeman Crudup; and
<br />
<br />WHEREAS, Hattie Freeman Crudup desires to convey the aforesaid property
<br />to Robert M. Epstein and Irvine~ Levin' fo~ the sum of $1,400.0Q, free of
<br />said lien, and ~wo appraisers have valued the said property az $1,400.00;
<br />
<br />WHEREAS, the proposed sale has been approved by the local board of Wel-
<br />fare, and requires the further approval of this Council.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the Ci,ty of Portsmouth,
<br /> Virginia, that the aforesaid sale is approved by this Council, provided
<br /> the proceeds ~hereo~f are appl'ied first to payment Of real estate taxes
<br /> and then in satisfaction of the aforesaid lien."

<br /> 61-326 - On motion of Mr. Barnes, an item regarding architectural work on the new library
<br />was placed on the agenda.
<br />
<br /> Motion of Mr. Barnes ~o authorize the architect to proceed with plans and drawings on
<br />second alternate, as submitted to the Council on November 16th, 1961.
<br />
<br /> Motion of Mr. Walker to amend the motion by adding the word 'preliminary' immediately be-i
<br /> fore the word 'plans' was adopted, without dissenting vote.

<br /> Vote being taken, the motion of Mr. Barnes· as amended was adopted, without dissenting [ ·

<br /> 61-327 - Motion of Mr. Barnes that, since Norfdlk County has appointed the Commonwealth
<br />Attorney and Treasurer to look into the legal aspec~ of the jointly owned property ar the northwest corner of High
<br />and Court Streets, the City Manager and City Attorney be requested ~o investigaLe the City's rights and, if neces-
<br />sary, to take action ~o pro~ec5 the City's interests, was adopted without dissenting vote.

<br /> 61-328 - Motion of Mr. Walker that rules be suspended ~o hear from a group representing
<br />the Fire Department was adopted.
<br />
<br /> W. E. Kube spoke regarding proposed charter changes and'asked that the Portsmouth Fire
<br />Fighters, whom he repmesenns, be notified of any proposed charte{ changes that would affect them.
<br />
<br /> Frank Gillerlain of the Police Department, representing Chapter 20 FOP, made a similar
<br />request regarding any charter changes which would affe~the Police Department.
<br />
<br /> The Chair and the City Attorney assured both groups that they would belinformed and would
<br />be given an opportunity to confer with the City Manager and City A~5orney in regard to these matsers.

<br />61-329- Motion of Mr. Barnes that the Portsmouth Historical Society and Marshall Butt, historian,
