of ~he agenda when distributed to the members of Council prior to the meeting: <br /> <br /> A~N ORDINANCE TO Ak[END AI~D REORDAIN SECTION 8-1,6 OF THE CODE OF T~IE CITY <br /> OF PORTSMOUTH, VIRGINIA, 1951~ AS AMENDED, TO PROVIDE FOR THE BEGINNING OF <br /> THE FISCAL YEAR ON THE FIRST DAY OF JANUARY OF EACH YEAR FROMA~ND AFTER <br /> JANUARY 1, 1963." <br /> <br />Motion of Mr. Walker to place said ordinance on first reading, as written, was lost, <br /> <br />there being no second. <br /> <br /> 62-16 - The following letter from the Planning Director was read: <br /> "At its regular monthly meeting on January 5, 1962, the City Planning Com- <br />mission received from the City Attorney in legal form~ a requested report oN how the Zoning Ordinance might be <br />amended with respect to existing clubs amd lodges located in residentSal ar~as so zoned. It was resolved to <br />recommend adoption of this Zoning Ordinance amendment to the City Council. Signed: J. Brewer Moore, Planning <br />Director." <br /> <br />On motion of Mr. Barnes, the following ordinance was approved on first reading, with- <br /> <br />oat dissenting vote: <br /> <br />~'ANORDINANCE TO AMEND THE ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, <br />1961, BY ADDING TO SECTION 4-3 THEREOF A NEW SUBSECTION NUMBERED SECTION <br />4-3 (161.A), PROVIDING FOR ISSUANCE OF USE PERMITS FOR OPEP~TION OF <br />EXISTING LODGES, FRATERNAL AND SOCIAL ORGANIZATIONS WITHIN CERTAIN ZON- <br />ING DISTRICTS." <br /> <br />62-17 - The following communication from West Side Civic League was read: <br /> <br /> "This league at m regular meeting voted no concur in a suggestion made by <br />Mr. Barnes and Mr. Stewart of the Conm%unity Bus Company, during a recent conference with a committee from this <br />league and as per letter [o this league dated January 11, 1962, in reference no the elimination of certain bus <br />schedules on the Oregon Acres Bus. Since the people on this bus route are not using the buses during the hours <br />that have been suggested for elimination, we feel also that these schedules should be eliminated~ The new <br />Oregon Acres bus suggested schedule would be Monday through Friday with buses leaving Oregon Acres for down town <br />at 5:55 A,M.; 6:35 A.M.; 7:15 A.M.; 7:55 A.M.; 8:35 A.M.; 9:15 A.M.; 2:50 P.M.; 3:35 P.M.; 4:15 P.M.; 4:55~ <br />and 5:35 P.M. Buses leaving High and Crawford St. for Oregon Acres at ~{15 A.M.; 6:55 A.M.; 7:35 A.M.; 8:15 <br />Aw . R-q~ A W · ~'15 P M ' 3:55 P,M : 4'35 P M ; 5'15 P M ; and 5:55 P.M. It has always been the practice of <br />this league to meet with and discuss matters tha~ effects the people of our area or the City as a whole. We do <br />appreciate the time and cooperation Cormnunity Bus Company ~has sho~wn %histeague and .others since operating buses <br />in and outside of Portsmouth. By this type of ~9operation the Communit~ BusCompany ~as shown by worRs and <br />deeds that they are willing to work wi~h the people As long as a Company maintains this practice it can not <br />help but succeed. Keffer, Corresponding Secretary.". <br /> <br /> Motion of Mr Barnes to acknowledge the letter and refer no the meeting of Council at <br />which the change of.bus schedules will be discussed was adopted without dissenting vote. <br /> <br /> 62-18 - The following communication from J. R. Moody, 943 Hamilton Avenue, was read: <br /> <br /> "Having followed the Housing Program for quite some time, I am very much <br />interested in its overall endeavors and future operation. I am particularly concerned about the distributions <br />of allotted funds being of the greatest advantage to all concerned who are eligible for this program. Since <br />the Federal government leaves the final say tO the local city offiniais and erganizations, I feel that it will <br />be of utmost impo~nange no name m local inter-racial Advisory Committee ito work with the Portsmouth Redevelop- <br />ment and Housing Authority. This would assure citizens that the program is carried out for the best interest <br />of all the people. Signed: James R. Moody." <br /> <br />Motion of Mr. Barnes to refer to a conference of the Council was adopted, without dis- <br /> <br />setting vote. <br /> <br /> 62-19 - A request from Mrs. J. S. Brown, 724 Vermont Avenue, for refund in the amoun~ <br />of $15.60 for 5 chickens (40 pounds at 39 cents per pound) destroyed by stray dogs, was presented. <br /> <br /> Motion of Mr. Barnes that the City Treasurer be requested no make the refund from <br />funds in her hands from collection of Dog Taxes was adopted, without dissenting vote~ <br /> <br /> 62-20 - The followin~ communication frpm the ~imonsdale Parent-Teachers Association <br />was read: <br /> <br /> 'The Simonsdale Parent-Teachers Association would like to urge the Portsmouth <br />City Council to make use of the Norfolk County Juvenile Detention facilities until such a time as Portsmouth has <br />proper facilities of their own available. Signed: June Choate, Corresponding Secretary." <br /> <br /> On motion of Mr. Leery, referred to conference of the Council on the subject, without <br />dissenting vote: <br /> <br /> 62-21 - Motion of Mr. Barnes, that a resolution be prepared for adoption thanking the <br />many physicians who contribute their services to indigent persons thrpugh th~ Welfare Department, was adopted by <br /> <br /> 62-22 - Motion of Mr. Smith that the Portsmouth Service League be thanked for their <br />efforts toward the establishment of the Portsmouth Museumwas adopted bY unanimous vote. <br /> <br />On motion adjourned. <br /> <br />President. <br /> <br />City Clerk. <br /> <br /> <br />
