<br /> 62-30 - A communication from Ronald T. Harris of 506 Amelia Avenue, regarding the bus
<br />service for Westhaven was read and on motion of Mr. Weiseman referred to the Community Motor Bus Company for atte
<br />tion.
<br />
<br />62-31 - The following petition was read:
<br />
<br /> "We are placing into your hands the problem of our community. The problem is
<br />of our drainage at the corner of Alabama Ave. and South Anselt Ave. We were told by a city councilman that it
<br />had been called to the attention of the City Manager, but as of yet nothing has been done concerning this except
<br />cleaning the ditches. This didn't help any because the water has to run uphill in order to run through the
<br />ditches to get to the drain pipes. This situation has doubled the volume of water since the Town and Country
<br />Shopping Center has been built because the drainage ditch has been filled. Also water stands in ponds along
<br />Alabama Ave. from Ansett Ave. to George Washington Highway causing damaged lawns and streets as cars pass by.
<br />Inclosed you will find pictures I took Jan. 28th, the rain had ceased two hours. This water will stand until
<br />soaked up by the ground. Signed Arthur C Williams and others."
<br />
<br />The City Manager stated that this condition is being corrected.
<br />
<br />On motion of Mr. Barnes, the communication was referred to the City Manager.
<br />
<br /> 62-32 - A request from A. P. Brockwell, 109 Charles Street, for reimbursement in the
<br />amount of $26.10 for chickens destroyed by stray dogs was presented.
<br />
<br /> On motion of Mr. Weisemau, referred to the City Treasurer for payment from funds in her
<br />hands from collection of Dog Taxes.
<br />
<br /> 62-33 - A communication from the James Hurst Elementary School, recommending that the
<br />City take advantage of the juvenile detention facilities provided by the Norfolk County detention home, was read
<br />and on motion of Mr. Barnes, referred to a conference of the Council on the subject.
<br />
<br />62-34 The following communication from the Planning Commission was read:
<br />
<br /> "At its regular monthly meeting on February 6, 1962, the City Planning Commis-
<br />sion again reviewed the three alternate land use plans proposed by the Southeastern Virginia Regional Planning
<br />Commission.
<br /> It was unanimously resolved to recommend Alternate Plan III, which involves
<br />a highly concentrated metropolitan core, planned satellite communities, and a non-urban periphery.
<br /> The ~ission concluded that this plan would produce greatest economy in the
<br />provision of essential utilities, would offer'the'greatest opportunity for regional mass rapid transit system,
<br />and would offer the greatest variety of urban, suburban, and rural opportunities to all reaidents of the region.
<br /> Plan III is the antithesis of costly urban~ sprawl which threatens to under-
<br />mine urban core areas, will in time render impossible the adequate provision of necessary utilities, in time sti-
<br />fle mass transit, and will fail to provide the variety of properly planned urban, suburban, and rural environ-
<br />ments that future generations deserve.
