<br />At a regular meeting of the City Council, held on February 13th, 1962, there were present:
<br />
<br />R. Irvine Smith, C. S. Atkinson, Jack P. Barnes, John L. Dillon, W. T. Leafy,
<br />George R. Walker, H. E. Weiseman, A. P. Johnson, Jr.~ City Manager, and J. S.
<br />Livesay, Jr., City Attorney.
<br />
<br />The meeting was opened with prayer by Mr. Atkinson.
<br />
<br /> The mindtes of regulsr,.meeting.held cu..January 23, 1962 were read and approved.
<br />
<br /> The Chair announced that Attorney Donald Kilgore had requested that Rezoning Petition
<br />9-61 of the Mark Construction Company be withdrawn. (Item 8 Unfinished Business)
<br />
<br /> The following reports from the City Manager were read:
<br />
<br /> 62-23 - "I submit the attached resolution requested by Mayor Smith and recommend its
<br />adoption. This is the resolution of appreciation to the Portsmouth Service League for their service toward estab-
<br />lishing the Portsmouth Naval Shipyard Museum."
<br />

<br />On motion of Mr. Weiseman, the attached resolution was adopted:
<br />
<br />"WHEREAS, the Portsmouth Service League, Incorporated, a voluntary organization
<br />of young ladies of Portsmouth and its environs, as one of its public service
<br />projects undertook the management of a campaign ~o raise funds for the creation
<br />of the Portsmouth Naval Shipyard Museum; and
<br />WHEREAS, the said campaign has been concluded with success, and the said museum
<br />is proceeding from the planning stage to reality.
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the appreciation of the citizens of this City for the efforts of the Ports-
<br />mouth Service League, Incorpd~ated, in successfully concluding their campaign
<br />To raise funds for creation of the Portsmouth Naval Shipyard Museum, be hereby
<br />expressed and conveyed to the Portsmouth Service League, Incorporated.
<br />BE IT FURTHER RESOLVED that a copy of these resolutions be spread upon the
<br />minutes of this Council and a copy thereof be presented by the City Clerk to
<br />the Portsmouth Service League, Incorporated."
<br />
<br />62-24 - "I submit the attached resolution requested by Councilman Barnes and recommend
<br />resolution of appreciation to the doctors practicing medicine in the City for their serv-
<br />persons without charge."
<br />
<br /> On motion of Mr. Barnes, the following resolution was adopted:
<br />
<br /> "WHEREAS, numerous doctors practicing medicine in the City of Portsmouth have
<br /> rendered services without charge to indigent persons, thereby relieving the
<br /> City of t~e expense of such treatment and contributing to the general health
<br /> and welfare of all of the residents of this City.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth,
<br /> Virginia, that the appreciation of the citizens of this City for the medical
<br /> services rendered to indigents without charge by the medical profession be
<br /> hereby expressed and conveyed to each such doctor.
<br /> BE IT FURTHER RESOLVED-that a copy of these resolutions be spread upon the
<br /> minutes of this Council and copies thereof be presented by the City Clerk
<br /> to each doctor rendering such services in the past year and re the Norfolk
<br /> County Medical Society."
<br />
<br /> 62-25 - "I submit the attached resolution and recommend its adoption. This changes the
<br /> headway on the following bus lines between the hours of 7:30 and 9:00 P.M.: Prentis Park, Westhaven-Waterview,
<br /> River Park,. Port Norfolk-Pinners Point, and Oregon Acres. This also eliminates some trips on the Oregon Acres line
<br /> during the middle parr of the day. This has been requested by the Community Motor Bus Company."

<br /> On motion of Mr. Weiseman, the following resolution was adopted:
<br />
<br /> "BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br /> Sections 3.7, 3.10, 3.12, 3.14 and 3.16 of the resolution designating
<br /> routes and headways for intra urban buses adopted December 26, 1961, are
<br /> amended re read as follows:
<br /> Section 3o~. On bus line known as 6 headways will be every thirty
<br /> minutes from 5:30 A.M. to ~00 P.M., every hour from :7:00 P.M. ~o 12:00
<br /> A.M., and every hour on Sundays and holidays.
<br /> Section 3.10. On bus line kuown as 9 headways will be every forty
<br /> minutes from 5:55 A.M. re 6:55 A.M. and every fort~ minutes from 3:00
<br /> P.M. re 6:00 P.M., with no service on Sundays or holidays.
<br /> Section 3.12. On bus line known as 11 headways will be every twenty-
<br /> five minutes from 5:15 A.M. re 7:00 P.M., every fifty minutes from
<br /> · :00 P.M, to 1~:15 A.M., and every fifty minutes on Sundays and holidays.
<br /> Section 3.14. On bus line known as 13 headways will he every [wenry-
<br /> five minutes from 5:30 A.M. to 7:00 P.M., from 7:00 P.M. to 12:30 A.M.
<br /> and on Sundays and holidays ever~ fifty minutes.
<br /> Section 3.16. On bus line known as 15 headways wilt be every twenty-
<br /> five minutes from 5:10 A.M. zo 7:00 P.M., and every fifty minutes from
<br /> 7:00 P.M. 5o 12:05 A.M., and on Sundays and holidays every fifty minutes."
<br />
<br /> 62-26 - "I submit the attached agreement and recommend that the proper City officials be
<br />authorized Eo sign. This is a lease agreement for the City-owned property at the northeast corner of High and
<br />Water Street to house the Portsmouth Naval Shipyard Museum. The lease is for twenty years beginning the first day
<br />of April, 1962 and continuing thereafter for a term of one year from year to year."
