April 10th, 1962 <br /> <br />At a regular meeting of the City Council, on April 10th, 1962, there were present: <br /> <br />R. Irvine Smith, C. <br />George R. Walker, A. <br />City Attorney. <br /> <br />S. Atk~nson, John L. Dillon, L. L. Knight, W. T. Leary, <br />P. Johnson, Jr., City Manager and J. S. Livesay, Jr., <br /> <br />The meeting was opened with prayer by Mr. Dillon. <br /> <br />Minu~es of regular meeting held on March 27th, 1962 were read and approved. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 62-73 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This amends the zoning o~dinance relating to continuance of non-conforming structures wherein an existing building <br />does mot conform with the dimensional requirements of the district. This will allbw additions to existing buildings <br />nov exceeding one-third of its reproducable value. This has been approved and recommended by the Planning Commis- <br />sion.'' <br /> <br />On motion ~f'Mr. Leary, the following ordinance was approved on first reading, and by the <br /> <br />following vote: <br /> <br /> "AN oRDINANCE TO A~END SECTION 3-5 OF THE ZONING ORDINANCE~OF THE <br />CITY OF PORTSMOUTH, 1961, RELATING TO CONTINUANCE OF NON-CONFORMING STRUCTURES." <br /> <br />Ayes: Smith, Atkinson, Dillon Knight, Leafy <br />Nays: Walker. <br /> <br /> 62-74 - "I submit the attached ordinance and recommend it be plac~d on first reading. <br />This amends sub-section C of Section 5-8 of the zoning ordinance relating to floor area devoted to residential pur- <br />poses in the Residential,R-60 and R-60-A District. This increases the maximum.allowable floor area for residential <br />purposes in Residential R-60-A only for buildings exqeeding three s~ories in which elevators are provided This <br />allows the construction of a building with floor area equal to the plot area upon approval of the Planning Commis- <br />sion after submission of a site plan and general characteristics of the bu%lding. This has been approved and rec- <br />ommended by the Planning Commission." <br /> <br />On motion of Mr. Lear~, <br /> <br />the following ordinance wgs approved on first reading, without dis- <br /> <br />senting vote: <br /> <br /> "AN ORDINANCE TO AMEND SUBSECTION (c) OF SECTION 5-8 OF THE ZONING <br /> ORDINANCE OF THE CITY OF PORTSMOUTH, 1961, RELATING TO FLOOR AREA DEVOTED TO <br /> RESIDENTIAL PURPOSES IN THE RESIDENTIAL R-60 and R-60-A DISTRICTS." <br /> <br /> 62-75 - "The following bids were received on March 28th, 1962 for storm drainage improve- <br />menzs for the City of Portsmouth: <br /> A. G, Pinkston Company $ 151,793.55 <br /> Vico Company 160,225.88 <br /> A. Stuart Bol~ing Company, Inc. 173,949.25 <br /> R. L. Whitfield ~nd Company, Incorporated 205,032.60 <br /> A. G. Pinkston Company being the low bidder, I recommend that the contrac~ be <br />awarded to this firm. It is to be noted that this contract price and al~o the contract price for curb and guttering <br />exceeds the current appropriation for storm drains and curbs and guzters under the Capital Improvement program. It <br />will be necessary to either delete 'part of this program from the contract or carry s portion forward into the next <br />fiscal year. Due to prices received under this contract, I recommend that this contrac5 be extended into the next <br />fiscal year. <br /> <br />Motion of Mr. Dillon to concur xn the recoramendation of the City Manager was adopted, with- <br /> <br />out dissenting vote. <br /> <br /> 62-76 - "The following bids were received on March 28th, 1962 for the construction of <br />curbs and gutters mh th~ City of Portsmouth: <br /> <br /> Birsch Construction Corporation $ 168,061.00 <br /> Norfolk, Virginia- <br /> Ames and Webb, Incorporated 17.9,198.00 <br /> Norfolk, Virginia <br /> As the bid submitted by the Birsch Construction Corporation was the lowes~ and <br />being in order, I recommend that the contract be awarded to this firm. As the appropriation under the Capital <br />Improvement program includes the curbs and guttering, this contract also affects this appropriation and would be <br />necessary to extend this into the nex~ fiscal year appropriation. I recommend that this be done. <br /> <br />Motion of Mr. Leafy to concur in the recommendation of the City Manager was adopted, with- <br /> <br />out dissenting vote. <br /> <br /> 62-77 - "I submit the attached agreement between the Atlantic Coast Line Railroad Company <br />and the City of Portsmouth and recommend that the proper City official be authorized to sign. This is an easement <br />for a sewer line under the main track of the Atlantic Coast Line Railroad and is in counection with the construction <br />of the sewers in the Simonsda'le area. <br /> <br />Motion of Mr. Dillon ~o concur in the recommendation of the City Manager was adopted, with- <br /> <br />out dissenting vote. <br /> <br />In this connection, the following resolution was adopted: <br /> <br /> "Be it resolved by the City Council of the City of Portsmouth, Virginia <br />in regular meeting assembled, that the Mayor of said City be, and he hereby <br />is authorized to enter into an agreemenE with the ATLANTIC COAST LINE RAILROAD <br /> <br /> <br />
