62-89 - '~fter studying the parking in the downtown area with regard to the on-street
parking meters and the parking lots, I wish to submit the following:
At the present time, I recommend no change be made in the on-street parking
meters as to rates and locations except on London Street in ~he area of the Federal Building and that $0.05 per
hour meters be installed on London Street between Water and Middle Streets.
At the present time the parking lots are producing about $18,000.00 annually
with operating costs around $9,500.00. This is using attendants on the lots and charging s rate of $0.10 per hour
operating from 9:00 A.M. to 6:00 P.M.
If the rates on the lots were reduced to $0.05 per two hours and $0.25 all day
and operated at 50% of capacity, they wou~d produce about $10,500.00 annually. This would be using meters and
operating from 8:00 A.M. to 6:00 P.M.
Paying for the meters over a three year perimd the net loss would be $1,500.00
per year over the present operation. After the three years and meters are paid for, there would be a $2,000.00

Under this plan the lots would be established as follows:
~ Edinburgh Square Lot 66 spaces $0,05 per two hours, four hour limit
Proctor Square Lot 108 spaces $0.05 per two hours, four hour limit

102 spaces

Kings Square Lot

This would also provide a token feature on
desire to participate in such a plan.
I recommend the above plan be adopted."
$0.25 per day, 70 meters
$0.05 per two hours, four hour limit
62-80 - The following ordinance, approved on first reading st last meeting, was taken up

and read:

"AN ORDINANCE TO CLOSE A PORTION OF WARRICK STREET.

The following letter was read:

"We, the River Park Garden Club, request that you please consider our plea not to
close Warwick Road along the water front.
We are requesting that Warwick Road to the right as well as the left of Greenbrier
Road be opened and at both ends to extend into Algonquin Street as shown on the map for Old River Park, and as
planned by the city when we bought our property here.

The fact is that every street leading off of Greenbrier Road, except Montgomery and
Albermsrle, are dead end streets. These two streets are dead end at one end thus causing a traffic problem.
We, the River Park Garden Club, feel that the wishes of the residents of River Park
are being sacrificed for only a few who would want their property ~o run down ~o the water, therefore, givmng them
an extra 50 feet of land which we feel as ~ax payers we should have the benefit Of also. All that we ask is thst
you give us what was planned in the ormginsl map when we bought property in this area.

We hope that you will give this your consideration in the interest of al/ of the home
owners mn this locality. At this time a petition ms being circulated in regards to this matter, and will be sub-
mitted at the aext council meeting. Signed: Mrs, Floyd ~. Holloman, Sr., Corresponding Secretary."
