April 24th~ 1962 <br /> <br />At a regular meeting of the City Council, held on April 24th, 1962. there were present: <br /> <br />R. Irvine Smith, C. S. Atkinson, <br />W, T. Leary, George R. Walker, A. <br />City Attorney. <br /> <br />Jack P. Barnes, John L. Dillon, <br />P. Johnson, Jr., City Manager, <br /> <br />L. L. Knight, <br />and J. S. Livesay, Jr., <br /> <br />The meeting was opened with prayer by'Mr. Knight. <br /> <br />Minutes of regular meeting held on April 10th, 1962, were read, and approved. <br /> <br />62-85 - The following hearing on zoning changes was held: <br /> <br />7-61 - Four parcels of land on Fort Lane from Residential R-60 to <br /> Residential R-60-A. <br /> <br /> Motion of Mr. Dillon 5o concur in the recommendation of the Planning Commission <br />to approve the rezoning of the four parcels and to place the following ordinances on first reading was adopted, <br />and by the following vote: <br /> <br />"ZONING AMENDMENT ORDINANCE 1962-8" <br /> <br />"ZONING AMENDMENT ORDINANCE 1962-9" <br /> <br />"ZONING AMENDMENT ORDINANCE 1962-10" <br /> <br />"ZONING AMENDMENT ORDINANCE 1962-11" <br /> <br />Ayes: Smith, Atkinson, Barnes, Dillon, Knight, Leafy <br />Nays: Walker. <br /> <br />The following communications from the City Manager were read: <br /> <br /> 62-86 - "I submit the attached resolution and recommend its adoption. This resolution <br />requires the City Council to elect five viewers to investigate the closing of a portion of Ann Street east of <br />Chesapeake Street to the water. This is located in Shea~ Terrace. It has been approved by the Planning Commission <br /> <br />Motion of Mr. Dillon to adopt the resolution. <br /> <br />Motion of Mr. Barnes to amend by adding the following names of viewers was adopted: <br /> <br />Louie A. Clark <br />R. A. Craig, Jr. <br />Marshall L. Doleman <br />Millard C. Norman <br />L. C. Williams <br /> <br />Vote being taken, the following resolution, as amended, was adopted: <br /> <br /> WHEREAS, the application of Joshua C. Bunch, Phyllis M. Bunch, Jurgurtha A. <br />Puryear and Nannie B. Puryear to vacate, close and discontinue that portion of <br />Ann Street lying between the east side of Chesapeake Avenue and Scott's Creek has <br />been referred to the Planning and Zoning Commission for investigation and report, <br />and said Commission has recommended the closing of the aforesaid portion of Ann <br />Street, and it appearing that ~otice of the application and request for the appoint- <br />ment of viewers was duly posted at the front door of the Court House on the first <br />day of the April Term of the Court of Hustings for the City of Portsmouth, and <br />on the bulletin board of the Circuit Court of the City of Portsmouth and a tele- <br />phone pole at the corner of Ann Street and Chesapeake Avenue~ at least five days <br />prior to this meeting; <br /> NOW THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br />that Louie A. Clark~ R. A. Craig, Jr., Marshall L. Doleman, Millard C. Norman: and <br />L. C. Williams be appointed viewers to view the said street and report to this <br />Council in writing whether in their opinion, any, and if any, what inconvenience <br />would result from discontinuing the aforementioned portion of Ann Street. <br /> <br /> 62-87 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This amends Sections 8-1.56 and 8-1.59 of the City Code to provide for the preparation of the landbook and tax <br />bills by the City Assessor. This is necessary to conform to the City Charter." <br /> <br />On motion of Mr. Lear~ the following ordinance was approved on first reading: <br /> <br /> "AN ORDINANCE TO AMEND SECTIONS 8-1.56 AND 8-1.59 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA, 1951, AS AMENDED DECEMBER 277 1960, TO PROVIDE <br />FOR PREPARATION OF THE LAND BOOK BY THE CITY ASSESSOR." <br /> <br /> 62-88 - "I submit the attached agreement and recommend the proper City officials be <br />authorized to sign. This is with the Norfolk Naval Shipyard for use of the outdoor exhibits in Trophy Park to be <br />used by the new Naval Museum." <br /> <br /> Motion of Mr. Knight to concur in the recommendation of the City Manager was adopted,' <br />without dissenting vote. <br /> <br /> <br />
