<br />62-87 - The following ordinance, approved on first reading at last meeting, was taken

<br /> "AN ORDINANCE TO AMEND SECTIONS 8-1.56 AND 8-1.59 OF THE CODE OF THE
<br />CITY OF PORTSMOUTH, VIRGINIA, 1951, AS AMENDED DECEMBER 27, 1960, TO PROVIDE
<br />FOR PREPARATION OF THE LAND BOOK BY THE CITY ASSESSOR."
<br />
<br />On motion of Mr. Knight, the ordinance was adopted, and by the following vote:
<br />
<br />Ayes: Smith, Barnes, Atkinson, Dillon, Knight, Leafy, Walker
<br />Nays: None.
<br />
<br /> 62-59 - On motion of Mr Knight, the question of the election of his successor to the
<br />Portsmouth Port Authority was added to the agenda
<br />
<br /> Motion of Mr. Walker to go into the election of a member of the Portsmouth Port Author-
<br />ity was adopted without dissenting vote.
<br />
<br />Mr. Barnes nominated R. T. Etheridge.
<br />
<br />Motion of Mr. Leary to close nominations was adopted.
<br />
<br />Mr. Etheridge was elected a member of the Portsmouth Port Authority by the following
<br />
<br />Ayes: Smith, Barnes, Atkinson, Dillon, Knight, Leafy, Walker
<br />Nays: Non&.

<br />NEW BUSINESS
<br />
<br /> 62-96 - Requests for refunds from Linwood L. Ivey and Fred Hill, for chickens de-
<br />stroyed by dogs, were presented.
<br />
<br />In this connection, the following letter was read:
<br />
<br /> "After inspecting the fences at subject location, 4908 - 4016 - 40~2 King Street,
<br />the following information is submitted:
<br /> (a) Mr. Ivey, 4008 King Street, north side of his chicken yard is wide open next
<br />to water, also at the south east corner dogs could jump the fence
<br /> (b) Mr. Hill, 4016 King Street, the north~side of his chicken'yard is wide open
<br />next to the water. The south side of fence was built of old window screens. The west side of the fence is about
<br />two and one half feet high; dogs or any animal could very easily get in. A sm~ll window screen is used for s
<br />gate, does not have a catch or hook to hold it closed.
<br /> (c) Mr. Applewhite, 4022 King Street, had his chicken yard properly built; but
<br />dogs could climb it.
<br /> I have checked this area and have found no report of wild dogs, or have I seen
<br />any. My belief is that it was the neighbors' dogs and pets. Signed: T. L. Comstock, Game Warden."

<br />On motion of Mr. Leary, the requests for refund were denied.
<br />
<br /> 62-97 - Motion of Mr. Barnes, that the matter of policemen working at the Skippy Pea-
<br />nut Butter Company under adverse conditions be referree to the conference of the Council to be held immediately
<br />after this meeting, was adopted.
<br />
<br /> 62-98 - Motion of Mr. Walker that all future budget conferences be held at 7:30 in the
<br />evening rather than in the daytime was lost, there being no second.
<br />
<br /> 62-99 - Motion of Mr. Walker, that the question of the legal status of the Mayor ap-
<br />pointing committees or conmlissions be taken up at the next regular conference of the Council, was adopted, with-
<br />out dissenting vote.
<br />
<br /> 62-100 - Motion of Mr. Barnes, that the matter of the election of Portsmouth's repre-
<br />sentative To the Tidewater Airport Commission be referred to the conference of the Council to be held after the
<br />meeting tonight, was adopted, without dissenting vote.
