<br />At a regular meeting of the City Council held on May 8th, 1962, there were present:
<br />
<br />R. Irvine Smith, Jack P. Barnes, C. S. Atkinson, John L. Dillon, L. L. Knight,
<br />W. T. Leafy, George R. Walker, A. P. Johnson, City Manager, and J. S. Livesay, Jr.,
<br />City Attorney.
<br />
<br />The meeting was opened with prayer by Mr. Leafy.
<br />
<br />Minutes oi regular meeting held on April 24t~z, 1962, were read and approved.
<br />
<br /> The Chair recognized the Seventh Grade Governmenu Class from Harry Hunt Jr High School,
<br />who were present with their teacher, M-rs. Lucille Clarke.
<br />
<br />The foliowing communications from the City Manager were read:
<br />
<br /> 62-93 - "I submit the attached five ordinances and recommend that they be placed on
<br />firsz reading. These ordinances amend the various sections of the City Code pertaining to parking mezers. They
<br />extend the parking mezer area zo include London Street between Water and Middle Street, revise the hours that
<br />the parking lots will be in operation, establish razes and regulations on the off-street parking lots, repeal
<br />the section pertaining to aztendants and repeaR the contract the City has with the Downtown Merchants with regard
<br />to the Proctor Square Parking Lot. While these ordinances are submitted under one letter, it is requested that
<br />they be adopted individually."
<br />
<br />On motion of Mr. Leafy, the following ordinance was approved on first reading:
<br />
<br /> "AN ORDINANCE TO AMEND SECTION 30-145 OF THE CODE OF THE CITY OF
<br />PORTSMOUTH, VIRGINIA, 1951, AS AMENDED, TO PROVIDE A PAMKING METER ZONE
<br />ON BOTH SIDES OF LONDON STREET BETWEEN WATER STREET AND MIDDLE STREET."
<br />
<br />On motion of Mr. Dillon, the following ordinance was approved on first reading:
<br />
<br /> "AN ORDINANCE TO AMEND'SECTION 30-172 OF THE CODE OF THE CITY OF
<br />PORTSMOUTH, VIRGINIA, 1951, AS AMENDED, SETTING TEE HOURS FOR ENFORCEMENT
<br />OF PARKING METER REGULATIONS ON OFF-STREET PARKING LOTS."
<br />
<br />On motion of Mr. Leary, the following ordinance was approved on first reading:
<br />
<br /> "AN ORDINANCE TO REPEAL SECTIONS 30-175, 30-176, 30-177, 30-178 AND
<br />30-179 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1951, AS AMENDED,
<br />CONCERNING OPERATION OF PROCTOR SQUARE PARKING LOT UNDER CONTRACT."
<br />
<br />On motion of Mr. Barnes, the following ordinance was approved on first reading:
<br />
<br /> "AN ORDINANCE TO REPEAL SECTIONS 30-180, 30-1pl, 30-182, 30-183, AND
<br />30-184 OF THE CODE OF TEE CITY OF PORTSMOUTH, VIRGINIA, 1951, AS AMENDED,
<br />CONCERNING OPERATION OF OFF-STREET PARKING LOTS BY ATTENDANTS."
<br />
<br />On motion of Mr. Dillon, the following ordinance was approved on first reading:
<br />
<br /> "AN ORDINANCE TO AMEND SECTION 30-164 OF THE CODE OF THE CITY OF
<br />PORTSMOUTH, VIRGINIA, 1951, AS AMENDED, CONCERNING PARKING METERS IN
<br />OFF-STREET PARKING LOTS.
<br />
<br /> 62-94 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />Also submitted herewith is a report of the viewers with regard to the closing of this street. This ordinance
<br />closes a portion of Ann Street lying between the east line of Chesapeake Avenue and Scotts Creek."
<br />
<br />On motion of Mr. Leary, the following ordinance was approved on first reading:
<br />
<br /> '!AN ORDINANCE TO CLOSE THAT PORTION OF ANN STREET LYING BETWEEN
<br />THE HAST LINE OF CHESAPEAKE AVENUE AND SCOTT'S CREEK."
<br />
<br />The following report of the viewers was read:
<br />
<br /> "The undersigned viewers, elected by the Council pursuant to a resolution adopted
<br />at your regular meeting on April 24, 1962, did on the second day of May, 1962, convene in the Edgewater Terrace
<br />area as set forth in the said resolution and examined the premises and the following street proposed to be closed:
<br /> Abandon part of Ann Street lying between the East side of Chesapeake. Avenue and
<br />Scott's Creek.
<br /> It is the opinion of the viewers that no inconvenience will be caused to the public
<br />or any private person by said closing of the portion of the street as proposed to be closed. Signed: Louie A.
<br />Clark, Millard C. Norman, L. C. Williams, R. A. Craig;. Jr., Marshall L. Doleman."
<br />
<br /> 62-95 - "I submit the attached agreement between the Atlantic Coast Line Railroad Com-
<br />pany and. the City of Portsmouth and recommend that the proper City officials be authorized to sign. This agree-
<br />ment is for a 24 inch storm drain under the Atlantic Coast Line main track at Potomac Avenue."
<br />
<br /> Motion of Mr. Knight that the agreement be approved and that the proper City officials
<br />be a~thorized to sign same was adopted, without dissenting vote.
