June 12th, 1962 <br /> <br />The following report of viewers was read: <br /> <br /> "The undersigned viewers, elected by the Council pursuan~ to resolution adopted <br />May 22, 1962, did on the 28th day of May, 1962, convened at the Municipal Building and from thence proceeded to <br />examine the premises of the following portions of streets proposed to be closed: <br /> <br /> (1) <br />of North Street. <br /> (2) <br />terminus in the Elizabeth River. <br /> (3) <br />south to a line described as follows: <br /> <br /> Water Street, from the aorth line of Glasgow Street to the south line <br /> North Street, from the east line of Crawford Street ~ its eastern <br /> <br />Crawford Street, from its northern terminus in the Elizabeth River <br />beginning at a point on the eastern line of Crawford Street distant <br /> <br />95.83 feet and bearing north 3°33'15'' west from the northeast corner of Crawford and North Streets, and run- <br />ning thence in a northwesterly direction along a curve to the left with a radius of 621.88 feet to a point <br />on the western line of Crawford Street as sow platted. <br /> (4) Eastwood Lane, from its northern terminus in the Elizabeth River south <br />to a westerly projection of the northern line of property to the east thereof owned by Virginia Electric and <br />Power Company. <br /> (5) Middle Street, from its northern terminus in the Elizabeth River south <br />to a westerly projection of the aorthern line of property to the east thereof owned by Virginia Electric and <br />Power Company. <br /> It is the opinion of the viewers that no inconvenience will be caused to the <br />public or any private person by said closing of the portions of streets as proposed to be closed <br />Signed: Millard C. Norman, J. L. Smith, A. J. Phillips, Jr., Louie A. Clark, and Frank N. Bilisoly." <br /> <br />taken up and read: <br /> <br />62-109 - The following ordinance, approved on first reading at last meeting, was <br /> <br /> "AN ORDINANCE TO PROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTY <br />BY THE CITY OF PORTSMOUTH UNDER F~MINENT DOMAIN PROCEEDINGS PURSUANT <br />TO CHAPTER 258 OF TILE ACTS OF ASSEMBLY OF 1958, SAID PROPERTIES BEING <br />NECESSARY FOR IMPROVEMENT OF THE CITY'S WATERWOP~S. <br /> <br />On motion of Mr. Knight~ the ordinance was adopted, and by the following vote: <br /> <br />Ayes: Smith, Atkinson, Barnes, Dillon, Knight, Leafy, Walker <br />Nays: None. <br /> <br />taken up and read: <br /> <br />62-110 - The following ordinance, approved on first reading at last meeting was <br /> <br /> "AN ORDINANCE TO CLOSE PORTIONS OF WALL STREET AND A FOURTEEN <br />FOOT LANE IN BLOCK FIVE, PLAT OF WEST TRUXTON." <br /> <br />On motion of Mr. Barnes, the ordinance was adopted, and by the following vose: <br /> <br />Ayes: Smith, Atkinson, Barnes, Dillon, Knight, Leary, Walker <br />Nays: None. <br /> <br />NEW BUSINESS <br /> <br />62-133 - The following communication from J. Earl Cox of Collinwood Lanes was read: <br /> <br />101 of the License Tax Ordinance. <br />chine havmng no amusement device. <br />hotel pays only $1. <br /> <br />"May I very respectfully suggest s modification of your Slot Machine Section <br />A music machine only carries a $5 tax as does a merchandising vending ma- <br /> <br />A music machine with pictures must pay $10 and a coin-~n-slot radio ins <br />Machines for washing and drying of clothes pay $10. It would seem a duck <br /> <br />pin ball cleaning machine should fit in one of ~ese categories. It is not for amusement or gambling but <br />strictly a service machine. Instead of dispensing merchandise it dispenses service anQ it would see~ should <br />come within the $5.00 classification. <br /> For our 32 lanes we pay $510 tax--and know of no good reason why we should <br />be tagged another $25 for a machine which is a service machine only. <br /> No lobbying will follow, but we shall rely on your sense of fairness to <br />give this matter some thought. We are sure you do sot intentionally want to penalize a sport ss clean ~nd <br />healthful as our modern bowling is Signed: J. Earl Cos; Collinwood Lanes." <br /> <br /> Motion of Mr. Barnes to refer to the City Manager for report at the next conference <br />of Council was adopte~ without dissenting vote <br /> <br />62-134 - The following report from the Civil Service Commission was read: <br /> <br /> "The Civil Service Commission takes pleasure in handing you its report for <br />the period from May 1, 1961 to May 1, 1962. <br /> <br /> <br />
