At a regular meeting of the City Council, held on June 26th, 1962, there were present: <br /> <br />R. Irvine Smith, C. S. Atkinson, Jack p. Barnes, John L: Dillon, L. L. Knight, <br />W. T. Leafy, George R. Walker, J. S. Livesay, Jr., City Attorney. <br /> <br />The'meeting was opened with prayer by Mr. Barnes. <br /> <br />62-149 - The following hearing on zoning applicatio~ was held: <br /> <br />62-13 - Petition of Elizabeth S. Kneas and George C. Norris. <br /> <br />The following people spoke for the petition: Robert Babb, attorney and <br /> Roy Dixon <br /> <br />The following spoke against the petition: P.B. White, Attorney, <br /> Jack Snipes, M_rs. Howard Morgan, Frank Abernathy and Charlie Porter. <br /> <br /> Motion of Mr. Dillon to concur in the recommendation of the Planning Conm~ission <br />to deny the petition was adopted, without dissenting vote. <br /> <br />62-16 - Petition of George C Norris <br /> <br />Mr. Babb, representing the applicant, requested that this petition be withdrawn. <br /> <br /> Motion of Mr. Walker that the recommendation of the Planning Commission to deny <br />the petition be~knproved, was adopted, without dissenting vote. <br /> <br />62-150 - The following communication from the City Manager was read: <br /> <br /> "Attached hereto is a letter and resolution received from the Portsmouth Chamber of Commerce <br />with reference to the access road for the Chesapeake Bay Bridge tunnel. This is submitted for your informatip~." <br /> <br /> Attached- "Enclosed is a copy of resolution which was unanimously adopted by the Board of Directors <br />of the Portsmouth Chmnber of Commerce on May 21, 1962. While we are all most interested in the success of the <br />Chesapeake Bay Bridge tunnel, we do not feel such success is contingent upon the construction of this proposed <br />new access highway. From all the traffic reports we have seen or been told about, the existing Route 17, 13 and <br />58 should be able to carry the anticipated traffic to the south and west for the next eight to ten years. In <br />the meantime, feasibility studies could be made to see which routes should be improved and in what priority, so <br />that they would meet the needs of our State in the future. Signed Robert M Reed, Director and Chairman of the <br />Highways and Roads Committee." <br /> <br /> Resolution - "The Board of Directors of the Portsmouth Chamber of Commerce, feeling that the proposed <br />new access road from the Chesapeake Bay Bridge Tunnel to Elizabeth City , North Carolina would be detrimental <br />to the Tidewater cormaunities lying west of the Elizabeth River, requests the Virginia State Highway Commission <br />to conduct a feasibility study to determine whether or not existing Routes 1 7, 13, and 58 coul~ be improved to <br />handle traffic generated by the Chesapeake Bay Bridge Tunnel on a toll free basis. <br /> Adopted by the Board of Directors of the Portsmouth Chamber of Commerce May 21, 1962." <br /> <br />Motion of Mr. Knight to refer to the-next conference of the Council was adopted, without <br /> <br />dissenting vote. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 62-116 - <br />ing, was taken up and read: <br /> <br />The following zoning amendment ordinance, approved on first reading at last meet- <br /> "ZONING APSENDMENT ORDINANCE 1962-17" <br /> <br />motion of.
