Sec~ 2-9. When motions, etc~; to be written; reading motions, etc.; questions to be
<br /> stated4 .withdrawal of motion, etc.

<br /> Every motion or proposition shall be reduced to writing if desired by the president
<br />of the council or by any member, and shall be delivered in at the clerk's table to be
<br />there read.. The .question shall be stated by the chair, before the same shall be debated.
<br />Any motion or proposition may be withdrawn by the mover at any time before a decision,
<br />amendment, or other, action of the body upon it, with leave of his second.
<br />
<br />Sec. 2-10. Reconsideration of question.
<br /> When a question has been decided, it may be reconsidered on the motion of any member
<br />who voted with the prevailing side. When a mo~ion is made to reconsider any action, it
<br />shall be finally disposed of on the same day unless then formally postponed to a definite
<br />time, and if not so disposed of or postponed on the same day, the action which was the sub-
<br />ject of the motion shall be final.
<br />
<br />Sec. 2-11. Introduction of ordinance, etc., after rejection of similar one.
<br /> After the council shsll have finally rejected an ordinance or resolution, another
<br />of substantially the same import shall not be placed on the docket by the clerk or enter-
<br />tained by the council unless two-thirds of the members elected petition for same, before
<br />the expiration of three months, after which time such rejection shall have no effect
<br />
<br />Sec. 2-12. Duty of.president as to order; appeal on question of order.
<br /> The president shall preserve order and decide all questions of order, but any member
<br />may appeal to the council from the decision of the president on any question of order.
<br />
<br />Sec. 2-13. Limitation on speeches by members.
<br /> No member shall speak more than twice on the same subject, or longer than fifteen
<br />minutes at one time, without leave of the council.
<br />
<br />Sec. 2-14. Limitation on relinquislmlent of claim due city, snd on repeal, etc., of ordi-
<br /> No proposition to relinquish any claim due the city or to alter or repeal any ordi-
<br />
<br />rule, shall be acted on az the same meeting az which it is made. No such proposition
<br />shall be made or decided at any other than a regular meeting, unless a special or ad-
<br />journed meeting be appointed for that purpose.
<br />
<br />Sec. 2-15. Suspension of rule.
<br /> No rule of the council, included in this division, shall be suspended without the
<br />concurrence of two-thirds of its members elected.
<br />
<br />Sec. 2-16._Ordinances, etc., appropriating more than a hundred dollars; ordinances
<br />appropriating more than a thousand dollars, imposing taxes or authorizing borrowing.
<br /> No ordinance or resolution appropriating money exceeding the sum of one hundred
<br />dollars shall be passed except by a recorded affirmative vote of a majority of all the
<br />members elected to the council, nor shall any ordinance or resolution appropriating
<br />money exceeding the'sum of one thousand dollars, imposing 5axes, or authorizing the
<br />borrowing of money, be passed on the day of its introduction, nor shall any such ordi-
<br />nance or resolution be valid unless at leas5 three days intervene between its intro-
<br />duction and passage.
<br />
<br />Sec. 2-17. Conduct of speakers; recognition of members desiring to speak.
<br /> When a member rises to speak, he shall respectfully address WMr. President" standing
<br />in his place and facing the president, he shall confine himself strictly 5o the question
<br />before the council, and when he has finished he shall sit down.
<br /> When two or more members rise at the same time, the president shall name the person
<br />to speak, but in all cases the member who shall rise and address the chair shall speak
<br />first.
<br />
<br />Sec. 2-15. Absence of member after being marked present.
<br /> After a member has been entered on the minutes as presen~ at any meeting, he shall
<br />not, without leave of the body, absent himself from such meeting for a longer period
<br />than ten minutes, until adjournment.
<br />
<br />Sec. 2-19. Recordation of 'ayes' and ~ays.'
<br /> At the request of any member present the 'ayes' and 'nays' on any question shall be
<br />recorded.
<br />
<br />Sec. 2-20. Sergeant at arms.
<br /> The Chief.of Police shall act as sergeant st arms. He shall attend upon the council
<br />during its sittings and shall execute its commands, together with such process issued
<br />by their authority, as shall be directed to him by the president of the council. He
<br />shall, under the direction of the president of the council, have charge of the council
<br />chamber and shall prevent any interruption of the business of the council by disorder
<br />within or without.
<br />
<br />Sec. 2-21. No standing committees; committee of the whole; special committees.
<br /> There shall be no standing committees of the city council, but the council may meet
<br />in a committee of the whole whenever it is deemed desirable so to do, and the president
<br />may from time to time appoint such special committees as may be thought necessary 5o
