<br />At a called meeting of the City Council, held on July 2nd, 1962, there were present:
<br />
<br />R. Irvine Smith, C. S. Atkineon, Jack P. Barnes, John L. Dillon, L. L. Knight,
<br />W. T. Leery, and J. S. Livesay, Jr., City Attorney.
<br />
<br /> The-meeting was opened with prayer by Mr. Smith.
<br />The Clerk presented oaths of office of C S Atkinson, John L Dillon and George D.Eastes,Jr.
<br />The following call for the meeting was read:
<br />
<br />"Please attend a called meeting of the City Council, in the Council Chamber at 9:30 A.M.,
<br />on Monday, July 2nd, 1962, for the purpose of reorganization.
<br /> By Order of the President."
<br />
<br />62-154 - Motion of Mr. Dillon to go into the election of a temporary chairman was
<br />
<br /> Mr. Dillon nominated W. T. Leery.
<br />
<br /> Vote being taken, Mr. Leery was unanimously elected Temporary chairman.
<br />
<br /> 62-155 - Motion of Mr~ Knight to go into the election of a Mayor for a term of two ~ears
<br />beginning July l, 1962, was adopted, without dissentingvote.
<br />
<br /> Mr. Knight nominated R. Irvine Smith.
<br />
<br /> On motion of Mr. Dillon, nominations were closed.
<br />
<br /> Vote being taken, Mr. Smith was elected Mayor and by the following vote:
<br />
<br /> Ayes: Atkinson, Barnes, Dillon, Knight, Leery, Smith
<br /> Nays: None
<br />
<br /> 62-156 - Motion of Mr. Atkinson to go into the election of a Vice President for a term
<br />of two years beginning-July l, 1962, was adopted without dissenting vote.
<br />
<br /> Mr. Atkinson nominated Jack P. Barnes.
<br />
<br /> On motion of Mr, Leery, nominations were closed.
<br />
<br /> Vote being taken, Mr. Barnes was elected Vice President and by the following vote:
<br />
<br /> Ayes: Smith, Atkinson, Barnes, Dillon, Knight, Leary
<br /> Nays: None
<br />
<br /> 62-157 - The following rules for the conduct of the Council were presented:
<br /> "Division 2. Rules of Order.
<br />
<br /> Sec. 2-4. When regular council meetings held; who may call spedial meeting.
<br /> There shall be a regular meeting of the council on the second and fourth
<br /> Tuesday in each month, beginning au 7:30 P.M.
<br />
<br /> Sec. 2-5. Notice of special meetings.
<br /> The City Clerk shall cause a notice in writing of all special meetings of the
<br /> council to be delivered au least twenty-four hours prior to the time appointed for
<br /> such meetings to each member thereof. In an emergency, by ~nanimous consent of
<br /> the entire membership of the Council, a meeting may be held with less notice.
<br />
<br /> Sec. 2-6. Transaction of business at special meeting.
<br /> No business shall be transacted et a special meeting which is not distinctly
<br /> and specifically set forth in the notice of such meeting, except by consent of
<br /> all members elected to the council.
<br />
<br /> Sec. 2-7. Adjournment in ab~e~ee of quorum; retirement of members before adjournment.
<br /> If e quorum be no~ present at the time appointed for any meeting of the council,
<br /> a majority of those present may immediately adjourn, but no member in attendance shall
<br /> retire before adjournment without the consen5 of a majority of those presens.
<br />
<br /> Sec. 2-8. Order of business.
<br /> The order of business at all regular meetings shall be as follows:
<br />
<br /> (a) Reading, correction and approval of minuEes of previous meeting or meetings.
<br />
<br /> (b) Reports of committees.
<br />
<br /> (c) Unfinished business (include under this head ~reports of officers").
<br />
<br /> (d) New business. If the council directs any metier ~o be the special business
<br /> of any future meetings, the same shall be announced by the president of
<br /> such future meeting immediately after the proceedings are read, and shall
<br /> have priority over all other business.
