269 <br /> <br />At s regular meeting of the City Council, held on August 14th, 1962, there were present: <br /> <br />R. Irvine Smith, C. S. Atkmnson, Jack P Barnes~ John L. Dillon, L. L. Knight, <br />W. T. Leary~ George D. Eastes, A. P. Johnson, Jr.: City Manager, and J. B. Livesay~ Jr., <br />City Attorney. <br /> <br />The meeting was opened with prayer by Mr Atkinson. <br /> <br />62-176 - The following hearing on zoning changes was heard: <br /> <br />62-19 - Petition of William H. Hicks. <br /> <br />Charles Jacobs spoke for the petition. <br /> <br /> Motion of Mr. Dillon to concur mn the recommendation of the Planning Commission <br />to deny the petition was adopted, without dissenting vote. <br /> <br />6~r21 - Petition of John L. Shearin. <br /> <br />No one spoke in regard to the petition. <br /> <br /> Motion of Mr. Barnes to concur in the recommendation of the Planning Commission <br />to deny the petition was adopted, without dissenting vote. <br /> <br />62-22 - Petition of Virgmnis Electric and Power Company. <br /> <br />B. L Gamble spoke for the petition. <br /> <br /> Motion of Mr. Dillon to concur in the recommendation of the Planning Commission <br />and To place the following ordinance on first reading was adopted, without dissenting vote: <br /> <br />"ZONING AMENDMENT ORDINANCE 1962-22." <br /> <br />62-23 - Petition of James Fitts. <br /> <br />No one spoke in regard to the petition. <br /> <br /> Motion of Mr. Leary to concur in the recommendation of the Planning Commission <br />and to place the following ordinance on first reading was adopted without dissenting vote: <br /> <br />"ZONING AMENDMENT ORDINANCE 1962-23." <br /> <br />62-15 - Petition of A. F. Darpino. <br /> <br />Willard Moody, attorney, representing Mr. Darpino, spoke for the petition. <br /> <br /> Motion of Mr. Knight that the public hearing on this petition be adjourned until <br />the next Council meeting, date for which will be set later mn this meeting, was adopted, without dissenting vote. <br /> <br />The following reports from the City Manager were read: <br /> <br />62-177 - "I submit the attached Ordinance and recommend that it be placed on first reading. <br />This authorizes the signing of a lease with Maryview Hospital for City owned property to be used as s parking lot <br /> This ms the property on which bids were opened at the previous City Council <br />meeting." <br /> On motion of Mr. Leary the following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />AA- ORDINANCE TO PROVIDE FOR THE LEASINGOF CERTAIN PROPERTY OF THE CITY <br />OF PORTSMOUTH TO MARYVIEW HOSPITAL FOR USE AS AN OFF STREET PARKING LOT." <br /> <br /> 62-178 - "I submit the attached contracts and recommend that the proper City Officials be <br />authorized to sign. <br /> <br /> These are additions To our present contrac~ with the Navy Department. They add <br />the New Gosport Housing Pr. Qjec~ and Stanley Court apartmenss to our sewer contrac, and also add Stanley Court <br />apartments to our water contract. <br /> The contracts are effective July 1, 1962." <br /> <br /> Motion of Mr. Barnes that the City Manager be authorized to sign the contrscts was adopted, <br />without dissenting vote. <br /> <br /> 62-179 - "t submit the attached Agreement concerning a sub-division known as Cavalier Manor, <br />Section 18. <br /> This requires the developer to install all streets, curbs and gutters, drainage <br />and sewers It is also necessary to construct s sewer pumping station in connection with this development which <br />will serve more area than this sub-division <br /> It will require an expenditure by the City of $23,640.00 toward the construction <br />of the pumpmng station. This is to be paid when the station is built and the deed delivered to the City. <br /> This Agreemen5 is similar To the one signed by the City in 1961 with regard to the <br />Collinswood Development. <br /> <br /> I recommend that the proper City officials be authorized to sign the Agreement and <br />that an appropriation of $23,640.00 from the Capital Improvement Fund be placed on first reading." <br /> <br /> Motion of Mr. Dillon that the proper'City officials be authorized To smgn the agreement was <br />adopted, without dissenting ~ote., and the following ordinance was approved on first reading: <br /> "AN ORDINANCE TO APPROPRIATE $237640.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE <br /> PUEPOSE OF PAYING THE CITY'S SNARE OF THE COST OF A SEWER PUMPING STATION AND FORCE MAIN <br /> IN CAVALIER MANOR" <br /> <br /> <br />
