<br />62-207 - The following communication from C. E Grant, 515 Jamestown Avenue, was read:
<br />
<br /> "Some among us, have sent a sketch to the City Planning Commission depicting a combination
<br />band and choir stand over the entrance 5o the new Naval Museum.
<br /> It is believed that such a project would not only be a cultural asset, but would also be a
<br />very decisive move toward overcoming the dormant condition in the downtown section.
<br /> Even though the tax returns accrued by such development were not considered, it is believed
<br />that such refreshments as are ordinarily dispensed from soft drink stands; would pay for this project which
<br />would suffice until a proper auditorium could be buil~ elsewhere.
<br />
<br /> The r~¢erside Dark, would offer sufficient space for many persons, both pedestrian and in
<br />

<br /> 62-208 - The report of the accounts and records of the Clerk of the Circuit Court for the
<br />calendar year 1961, made by the Auditor of Public Accounts of the State of Virginia, was presented and on motion,
<br />received as information.
<br />
<br /> 62-209 - The following communication from the Planning Commission was read, and on motion
<br />of Mr. Atkinson, received as information.
<br />
<br /> "At its regular monthly meeting on August 21, the City Planning Commission conducted an
<br />advertised public hearing on Comprehensive Plan elements CP-3A, 3B, 3C, 3D, 3E, 3F, and 3G-62, and by a unanimous
<br />vote recommended their approval 5o tho governing body. Pursuant to law, I hereby certify these Comprehensive
<br />Plan recommendations.
<br /> We trust that City Council will see fit to extend its necessary approval to these documents
<br />following your advertised public hearing on September 11, 1962."
<br />
<br /> 62-210 - The following communication from the Portsmouth Redevelopment and Housing Authority
<br />was read:
<br /> "This is to advise you that the term of office of Mr. John P. Leigh, Jr. who was appointed ou
<br />October 7, 1958, expires on September 12, 1962.
<br /> The other three Commissioners and I have great faith in Mr. Leigh and feel that he is a
<br />distinct asse~ to the Authority, its program, and the City.
<br /> We respectfully request that you give favorable consideration ~o his reappointment for another
<br />term of office."
<br /> On motion of Mr. Barnes, referred to the nex~ conference of the Council.

<br /> 62-211 - The following communication from E. L. Mebane, Sr., 47 Prospect Parkway, was read:
<br />
<br /> "I have been told that if I would write you, you may be able to do something about two
<br />situations that have bothered me for some time.
<br /> First, there is a dead fire plug by the side of my house that I would like ~o have removed
<br />for several reasons - namely, it is unsightly -- hasn't been painted in years; it is hard to keep the grass
<br />trimmed around it and mainly we have had several guests damage their cars trying 5o park as the street is so high
<br />in the middle that the cars lean over and bump against~it if they are anywhere near the c~rb. Also many people
<br />do not know it is a dead plug and naturally refrain from parking close ro it as they are afraid they'll get a
<br />ticket.
<br /> Second, the other situation that irks me and from what the papers say, a grea~ many other
<br />citizens of Portsmouth i~ the way the Sanitation Department mistreats our garbage cans. Our cans are never packed
<br />tightly as we have several so that they will not be too heavy and there is no need whatsoever for the collector~
<br />to beat them the way they do. Some times our cans look like hour glasses! I have put my cans out with lids that
<br />fitted, but when I brought them in ~ was impossible to get the lids on. The sides of the trucks also show where
<br />the cans have been beaten as the edges are quite scalloped.
<br /> Sometimes these men have a tall truck, stand on the ground, raise the cans over their~heads an
<br />bang them on the side of the truck ~o empty them. Even when they have the trucks that fill in the back at waist
<br />level they still beat them. Last Saturday, one of our 20 gallon cans had two small bags of trash and a bottle in
<br />it and yet they hit it on the back of the truck three or four times. This time they broke the rim on the can and
<br />of course the lid would't go back on.
<br />
<br /> I have spoken to the supervisor about this and he promised to get the can about a week ago
<br />and straighten it out, but he has not done so. Me also said he would speak to the men, but if anything, the ser-
<br />vice is worse.
<br /> I would greatly appreciate hearing from you as ~o what can be done."
<br />
<br />Motion of Mr. Barnes to refer to the City Manager was adopted.
<br />
<br />The City Manager made a verbal report on both complaints.

<br />62-212 - Mr, Dillon expressed appreciation for reports presented at this meeting by the City
<br />
<br /> 62-213 - Mr. Smith moved, seconded by Mr. Eastes, that the Planning Commission and Minimum
<br />Housing Board study and present recommendations for s~rengthening.the Minimum Houslng Code, which motion was
<br />unanimously adopted.
