At a regular meeting of the City Council he&d on October 23, 1962, there were present: <br /> <br /> R. Irvine Smith, C. S Atkinson, John L. Dillon, George D. Eastes, W. To Leafy, <br /> A. P. Johnson, Jr.., City Manager, and J.S. Livesay, Jr., City Attorney. <br /> <br /> The meeting was opened with prayer by Mr. Smith. <br /> <br /> Minutes of the regular meeting held on October 9th, 1962, were read and approved. <br /> <br /> 62-246 - The following hearing on zoning changes was heard <br /> 62-24 - Petition of W. Curtis Outran <br /> <br /> Willard J.' Moody, Attorney, spoke for the petition. <br /> <br /> Motion of Mr. Dillon to concur in the recommendation of the Planning Commission and ~o <br />approve the following ordinance, on.first reading was adopted, without dissenting vo~e: <br /> <br /> "ZONING AMENDNIENT ORDINANCE 1962-24." <br /> 62-27 - Petition of Noland Company, Inc. <br /> No one spoke in regard ~o the petition <br /> <br /> Motion of Mr. Atkinson ~o concur in the recommendation of the Planning Commission and <br />approve the following ordinance on first reading, was adopted, without dissenting vote: <br /> <br /> "ZONING A~ENDMENT ORDINANCE 1962-27." <br /> <br />The following reports from the City Manager were read:~ <br /> <br /> 62-247 - "I submit the attached resolution and recommend its adoption. This extends an <br />invitation ~o the City of Dunedin, New Zealand to participate with Portsmouth as its Sister-City in the <br />"People-to-People Program". <br /> With this resolution the City Council recognizes and endorses this program <br />inaugurated in 1956 ~o establish greater friendship and understanding between the people of the United States <br />and other nations. <br /> This also authorizes Mr. Benjamin A. Haddon ~o act as official representative <br />of the City of-Portsmouth to carry out this program." <br /> <br />Mr. Maddon spoke in regard to the resolution. <br /> <br /> On motion of Mr. Dillon, the following resolution was unanimously adopted: <br /> <br /> WHEREAS, the People-to-People Program" was inaugurated in 1956 to establish grea~er <br />friendship and understanding between the peoples of the United States and other nations through the medium of <br />direct personal contact; and <br /> WHEREAS, re implement this program the City of Portsmouth and other cities of the <br />United States have been ,requested through the American Municipal Association to affiliate with a foreign city <br />of similar population and mutual interests; and <br /> WHEREAS, the City of Portsmouth through its Council does recognize and endorse this <br />program with the hope that it will lead to a lasting friendship between the people of Portsmouth and the people <br />of Dunedin, New Zealand. <br /> NOW~ THEREFORE, BE IT gESOLVED by the Council of the Cit~ of Portsmouth, Virginia: <br /> <br /> Section 1. That this Council, on behalf of the people of the City of Portsmouth, hereby <br />extends an invitation To the government and people of the City of Dunedin, New Zealand, ~o participate with <br />Portsmouth as its Sister-City in the "People-to-People Program", for the purpose of creating good will and under- <br />standing between the peoples of our ~wo grea~ nations. <br /> Section 2. That Benjamin Arthur Haddon is hereby authorized Eo act as an official <br />representative of the City of Portsmouth, to carry out this program. <br /> Section 3. That the City Clerk shall forward certified copies of this resolution To the <br />Mayor and Council of the City of Dunedin, the American Municipal Association, the United States Depar%ment of <br />State, the Committee on International Municipal Cooperation add the Embassy of New Zealand ar Washington, D. C. <br /> <br /> 62-248 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This appropriated $15,000.00 from the Capital Fund necessary for the City's <br />annexation proceedings. <br /> This will cover lawyer and engineering e~enses To date. There-will also be <br />some other expenses necessary for the Court case on November 26, 1962. <br /> <br /> Motion of M~. Eastes to concur in the recommendation of the City Manager and 5o approve <br />the following ordinance on first reading, was adopted, without dissenting vote: <br /> <br />"AA- ORDINANCE TO APPROPRIATE $15,O00.00 FROM THE GENERAL <br /> CAPITAL IMPROVEMENT FUND FOR THE PUthPOSE OF PAYING EXPENSES <br /> OF THE PENDING ANNEXATION PROCEEDINGS" <br /> <br /> 62-249 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. <br /> Th~ is for the purchase of land in connection with the new Armory site and is <br />for scattered lots in the area where we recently purchased land. <br /> A portion of t~ese funds will be returned ~o the City as there are delinquent <br />taxes due on this property.- <br /> <br /> <br />
