29' meeting, was and read: up and re~d: up and read: November 13th, 1962 62-246 - The following Zoning Amendment Ordinance, approved on first reading au last taken up and read: "ZONING A~ENDN~ENT ORDINANCE 1962-27." On motion of Mr. Dillon, the ordinance was adopted, and by the following vo~e: Ayes: Smith, Atkinson, Barnes, Dillon, Eastes, Leafy. Nays: None 62-248 - The following ordinance, approved on first reading at last meeting, was taken up "AN ORDINANCE TO APPROPRIATE $15~000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE PURPOSE OF PAYING EXPENSES OF THE PENDING ANNEXATION PROCEEDINGS." On motion of Mr. Barnes, the ordinance was adopted and by the following vote: Ayes: Smith, Atkinson, Barnes, Dillon, Eastes, Leafy. Nays: None 62-249 ~ The following ordinance, approved on first reading at last meeting, was taken "AN ORDINANCE TO APPROPRIATE $5,000.00 FROM THE GENERAL CAPITAL [MPROXrF~MENT FUND FOR THE PURPOSE OF SITE ACQUISITION FOR A HEW ARMORY." On motion ~f Mr. Leafy, the ordiaance was adopted and by the following vote: Ayes: Smith, Atkinson, Barnes, Dillon, Eastes, Leafy. Nays: None 62-250 - The following ordinance, approved on first reading a~ last meeting, was taken "AN ORDINANCE TO AUTHORIZE AND DIRECT THE CONVEYANCE OF FOUR PARCELS OF LAND WITHIN THE PROPOSED RIGHT OF WAY OF INTERSTATE ROUTE 264." On motion of Mr. Atkinson, the ordinance was adopted, and by the following vote: Ayes: Smith, Atkinson, Barnes, Dillon, Eastes, Leafy. Nays: None NEW BUSINESS 62-263 - Repor~ of inspection of the Portsmouth City Jail by the Depar~men5 of Welfare and Institutions was submitted, and on motion of Mr. Barnes, received as information. 62-264 - Reporz of inspection of Portsmouth City lock-up by the Depar~men~ of Welfare and Institutions was submitted, and on motion of Mr. Barnes received as information. 62-265 - The following communication from the Men of the First Presbyterian Church was read: "The Men of the First Presbyterian Church az their regular monthly meeting on October 22nd passed a resolution endorsing the project to bring the USS Missouri to Portsmouth as follows: Resolved: That the Men of the First Presbyterian Church go on record 'as endorsing the projec~ to bring the UBS Missouri to the City of Portsmouth, Virginia. We believe this will be a great tourist a~raction, therefore, of ber~fit To our city. (Signed: Kemper Miller, President)" On motion of Mr. Barnes, referred to a conference of the Council on this subject. 62~266 - A communication from the American Radio Relay League relative to the alleged activities of Citizen Banders in crime prevention detection was presented. The City Manager stated that the City of Porfsmouth is not using citizens in police work. Motion of Mr. Barnes ~o refer to the City Manager for an answer, was adopted, without dissenting vote.
