November 27. 1962 <br /> <br />to be installed on the Interstate 64 crossing of the Southern Branch of the Elizabeth River in order that said <br />river may be fully utilized for industrial expansion and ocean-going vessels. <br /> <br />On motion, the Council recessed for ten minutes. <br /> <br />The Council reconvened. <br /> <br />On motion of Mr. Dillon, the following resolution was unanimously adopted. <br /> <br /> "WHEREAS this Body has been informed that the projected plan for the crossing of the <br />Southern Branch of the Elizabeth River by Interstate 64 calls for the construction of a fixed span with a clearanceI <br />of 62 feet; <br /> AN~ WHEREAS, the Southern Branch of the Elizabeth River is potentially one of the <br />greatest assets for industrial expansion in the Eastern Portion of Virginia, and more especially for potential <br />industrial development in the City of Chesapeake: <br /> AND WP~REAS~ it is contemplated that the channel will be deepened and widened up the <br />Southern Branch so that ocean-going vessels may use a greater portion of the said river. <br /> . ~OW~ THEREFORE, BE IT ~ESOLVED, that this Body go on record as being vigorously <br />opposed to the construction of a fixed span low level bridge over said river, and do respectfully call upon the <br />Federal Bureau of Roads and the Virginia Depar~men~ of Highways ~o plan for either s high level bridge, or a <br />draw-bridge to be installed on the Interstate 64 crossing of the Southern Branch of the Elizabeth River in order <br />that said river may be fully utilized for industrial expansion and ocean-going vessels." <br /> <br /> 62-279 - The request of the Commissioner of Revenue for a refund of over-assessment of per- <br />sonal property Eax, to Frank P. Pringle, Sr., in the amount of $4?.57 was read. <br /> <br />On motion of Mr. Leafy, the refund was approved on first reading, without dissenting <br /> <br />vote. <br /> <br /> 62-280 - The request of the Commissioner of Revenue for a refund of over-assessmen~ of <br />personal proper~y tax to Glen A. Smith, in the amount.of $6.33, was read. <br /> <br />On motion of Mr. Eastes, the refund was approved on first reading, without di~senting <br /> <br />62-281 - Motion of Mr, Knight To go into the election of an acting City Attorney was adopted. <br /> <br />Mr. Barnes nominated Michael A. Korb as acting City Attorney, ~o take effect <br /> <br />December 15, 1962. <br /> <br />There being no other aominations, Mr. Korb was elected acting City Attorney. <br /> <br /> Motion of Mr. Barnes that the City Attorney be instructed to prepare an ordinance <br />specifying the salary for the new position, was adopted, without dissenting vote. <br /> <br /> Motion of Mr. Knight that the second Council meeting in December, which falls on <br />December 25th, be held on Thursday, December 2?th, was adopted, without dissenting vote. <br /> <br /> 62-282 - The following letter from the Young Democratic Club of Portsmouth and <br />Norfolk County was read: <br /> "I wish To inform you that the ExecUtive Committee of the Young Democratic Club of <br />Portsmouth and Norfolk County has voted unanimous approval of the use Of voting machines in the City of Portsmouth <br />as soon as possible. There are many arguments in favor of voting machines and I am sure that you are aware of <br />them since this is no5 an entirely new proposal. <br /> Many of the cities surrounding us are using voting machines and report success. It <br />is hoped that the machines will be in use in the very near future in this city." <br /> <br />On motion of Mr. Barnes, referred ~o a budget conference for study. <br /> <br />On motion adjourned. <br /> <br />City Clerk <br /> <br />Approved - <br /> <br /> President <br /> <br /> <br />
