<br />Minimum Housing Standards and City Planning Commissmon have men on numerous occasions to review the Minimum
<br />Housing Code and to outline suggestions for the improvement of this vital ordinance. Our complete and final
<br />report is contained in the following pages.
<br /> Rest assured that the members of the nwo public agencies involved are willing to render
<br />further service in the completion of this essential task, if deemed desirable by you, the elected officials of
<br />our community.

<br />UP 62-5 - Petition of City of Portsmouth for use permit.
<br />
<br />The following letter from the City Manager and reports were read:

<br /> "I submit herewith a report from the Director of Public Works, Director of Health, and
<br /> the Chief of the Fire Deparsment.
<br /> These reports are the opinions of the departments with regard To the issuance of a
<br />'~'Use Permit" for the operation of the new incinerator.
<br /> This~J¢omplies with Section 4-2.of the Zoning Ordinance."
<br />
<br /> Attached - "Under Section 4-2 of the ~oning Ordinance, herewith is a report concerning
<br />the City of Portsmouth's application for a "Use Permit", fen the construction and operation of the "Garbage and
<br />Waste Incinerator".
<br /> The site location ~is on City owned land near the southwest intersection of Seaboard Air
<br />Line and the Norfolk and Portsmouth Belt Line Railroads, approximately 1000 feet east of Frederick Blvd. adjacent
<br />to the Seaboard Railroad right of way. The area is isolated ~rom any residential section and is surrounded with
<br />a tall "Cyclone Type Chain Link Fence", for privacy.
<br /> The plant is of the latest design, 350 ton capacity for each 24 hours, the chimney is
<br />175 feet high, 23.5 feet outside diameter at the base, 14 feet outside diameter at the top. The plant was
<br />designed by Greeley and.Hansen, Engineers who have designed and built many mncinerating plants in the United
<br />States and Canada.
<br /> The plant will comply in eveyy way with the best methods of incinerating refuse. It will
<br />non mn any way adversely .affect the health and safety of persons residing or working in the neighborhood, nor
<br />will it be detrimental to the public welfare or injurious To property or improvements in the neighborhood .~nd
