<br />County in Map Book 7, pages 98, 99 and 100, and a line drawn from the northwest corner of Columbia Street and
<br />Frederick Boulevard to the southwest corner of Columbia Street and Airline Boulevard, has been referred to the
<br />Planning and Zoning Commission for investigation and report and said Commission has recommended the closing of
<br />the said portion of Columbia Street, and it appearing that notice of the application and request for the
<br />appointment of viewers was duly posted on the first day of the term of court of the Court of Hustings for the
<br />City of Portsmouth, Virginia, held on the 20th day of December, 1962, on the bulletin board of the Court of
<br />Hustings for the City of Portsmouth, on the bulletin board of the Municipal Building of the City of Portsmouth,
<br />and on a telephone pole within the area of the said portion of Columbia Street, ar least five days prior To this
<br />meeting:
<br /> NOW THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that:
<br />R. A. Craig, Jr., Robert D. Vick, Joseph C. Barber, Millard C. Norman, and L. T. Corell be appointed viewers to
<br />view said street and report to this Council in writing whether in their opinion, any, and if any, what
<br />inconvenience would result from discontinuing the aforementioned portion of Columbia Street."

<br /> 62-301 - "I submit the attached Ordinance and Resolution I recommend that the Ordinance
<br />be placed on first reading and that the Resolution be adopted.
<br /> This closes old Manor Road which is an unimproved ~treer off of George
<br />Washington Highway toward the Norfolk and Western Railroad aE the Portsmouth City limits.
<br /> The Resolution appoints viewers in order that this street can be closed under th~
<br />State Law regarding street closings.
<br /> This has been approved by the Planning Commission."

<br /> On motion of Mr. Eastes, the following ordinance was approved on first reading:

<br />"A~ ORDINANCE TO CLOSE OLD MANOR ROAD BETWEEN GEORGE WASHINGTON HIGH~AY
<br />AND THE NORTHERN BOUNDARY LINE OF THE NORFOLK AND WESTERN RAILWAY Cf~MPANY
<br />RIGHT OF WAY."

<br /> On motion of Mr. Eastes, the following resolution appointing viewers in connection ~ith ~
<br />the closing of Old Manor Road was adopted, without dissenting vote:
<br />
<br /> "WHEREAS, The application to vacate, close and discontinue Old Manor Road between George
<br />Washington Highway and the northern boundary line of the Norfolk and Western Railway Company right-of-way has
<br />been referred to the Planning and Zoning Commission for investigation andreporr, and said Commission has
<br />recommended the closing of the said Old Manor Road, and it appearing that notice of the ~plication and request
<br />for the appcintment of viewers was duly posted on the first day of the Term of court of the Court of Hustings for

<br />Graydon D. Meginley, L. A. Clark, James V. McGehee, Frank N. Bilisoly, and Charles R. Lively be appointed viewers

<br />inconvenience would result from discontinuing the aforemestioned Old Manor Road.

<br /> 62-302 - "I submit the attached Ordinances and recommend that they be placed on first
<br />reading. This amends .the Taxi-Cab Ordinance by increasing the limit on the number o~ cabs in the City from
<br />50 ~o 60.
<br /> These amendments also eliminate the provision concerning cab-o-lances as they
<br />are not operated as such anymore. These additional cabs are requested to better serve the outlying areas of the
<br />City, with cab stands ~o be established at High Street and Kirn Avenue, in the Cradock area, Alexander's Corner
<br />and the Cavalier Manor section of the City."

<br />"AN ORDINANCE TO REPEAL SECTION 34-22 OF THE CODE OF THE CITY OF PORTSMOUTH,
<br />VIRGINIA, 1961, PERTAINING TO THE OPERATION OF CAB-O-LANCES."

<br /> 62-303 - "I recommend that I be authorized ~o sell surplus City owned land located at the
<br />intersection of Airline Boulevard and King Street.
<br /> The property was acquired when Airline Boulevard was widened and this is a
<br />portion left over, also King Street has been closed adjacent to the property and the land is of no value to the
<br />City as City owned property."

<br /> 62-304 - "I recommend that I be authorized ~o employ the firm of Greeley and Hansen ~o
<br />make a study of our sewerage treatment facilities. This is necessary ns our treatment facilities are near their
<br />capacity and a long range program fGr improvements and additional facilities should be planned. The study will
<br />
<br />include:
<br />
<br />1. Present and future population, sewage quantities and sewerage characteristics.
<br />2. gequired treatment and required capacity of treatmen~ works.
<br />3. Review and analysis of operating records.
<br />4. Adequacy of existing facilities.
<br />5. Needed. improvements to existing facilities.
<br />6. Needed additional facilities.
<br />7. Estimate of construction, financing and operating cosEs.
