<br />At a regular meeting of the City Council, held on December 27, 1962, there were present:
<br />
<br />R. Irvine Smith, C S. Atkinson, Jack P Barnes, John L. Dillon, George D. Eastes,
<br />L. L. Knight, A. P Johnson, Jr., City Manager and M. A. Korb, acting City Attorney.
<br />
<br />The meeting was opened with prayer by Mr. Smith.
<br />
<br />Minutes of the regular meeting on December 11, 1962, were read and approved.
<br />
<br />62-296 - Public hearing on real estate tax was held,.
<br />
<br />E. E. Williams spoke
<br />
<br />Council re-convened.
<br />
<br /> 62-297 - On motion the privilege of the floor was granted Jerome Cart, representing
<br />launderers and dry cleaners, who presented the following petition:
<br />
<br /> "We, the undersigned, launderers and dry cleaners of the City of Portsmouth, Virginia,
<br />hereby petition the Council of the City of Portsmouth, Virginia, to change the ordinances concerning licenses for
<br />launderers and dry cleaners ~ith their principal place of business mn the proposed City of Chesapeake.
<br /> At the present, a launderer or dry cleaner mn either the City of Portsmouth or the new
<br />City of Chesapeake must purchase a license for each city in which it operates.
<br /> The undersigned believe that the interest of all launderers and dry cleaners in the City
<br />of Portsmouth and the proposed City of Chesapeake would be benefited if the cities would amend their licensing
<br />ordinances to allow reciprocity among launderers or dry cleaners holding licenses in either of_the cities and,
<br />because of this belief, we petition the City Council of the City of Portsmouth to amend its ordinances.

<br /> Motion of Mr. Barnes that the City Attorney of Portsmouth meez with the City Attorney of
<br />Chesapeake and that a proper ordinance be drafted immediately for the consideration of the Council, was adopted,
<br />without dissenting vote.
<br />
<br />The following communications from the City Manager were read:
<br />
<br /> 62-298 - "I submit the attached Ordinance and recommend it be placed on first reading. This sets
<br />the real estate tax rate ar $3;00 per $100.00 and the personal property tar rate au $2.75 per $100.00.
<br /> A great deal 'of study was placed on this matter concerning the real estate raze and it is
<br />my belief that this rate is necessary in order to properly msintain the essential services of the City Government
<br />and provide for future capital improvements."
<br />
<br />On motion of Mr. Barnes, the following ordinance was approved on first reading:
<br />
<br />"AN ORDINANCE IMPOSING AND COLLECTING TAXES ON REAL ESTATE, TANGIBLE PERSONAL
<br />PROPERTY AND MACHINERY WITHIN THE LIMITS OF THE CITY OF PORTSMOUTH, VIRGINIA,
<br />FOR THE PURPOSE OF RAISING Fd~VENUE FOR THE SUPPORT OF THE GOVERNqV~ENT AND THE
<br />PUBLIC FREE SCHOOLS AND TO PAY INTEREST AND SINKING FUND ON THE PUBLIC DEBT
<br />FOR THE YEAR BEGINNING JANUARY 1, 1963."
<br />
<br /> 62-299 - "I submit tke attached Ordinance an~ recommend it be placed on first r~ading. This is an
<br />annual Ordinance adopted in order that the City csn receive a portion of the bank stock tax imposed by the State.
<br /> The tax by the State is $1.00 per share with the City receiving $.40 of the $1.00.
<br /> This is for the stock shares of banks located in Portsmouth, Virginia."

<br />On motion of Mr. Dillon the following ordinance was approved on first reading:
<br />
<br />"AN ORDINANCE IMPOSING TAXES ON SHARES OF STOCK OF BANKS LOCATED IN THE CITY
<br />OF PORTSMOUTH FOR THE YEAR 1963 AND ANNUALLY THEREAFTER, FIXING TH~ RATE
<br /> AND REQUIRING THE PAYMENT THER'EOF, REQUIRING CERTAIN REPORTS, AND PRESCRIBING
<br /> PENALTIES FOR THE VIOLATION THEREOF."
<br />
<br /> 62-300 - "I submit the attached Ordinance and Resolution. I recommend tha't the Ordinance be placed
<br />on first reading and that the Resolution be adopted.
<br /> This closes s small section of Columbia Street at the intersection of Frederick Boulevard.
<br />The Resolution appoints viewers for this closing. This section of street was previously closed under the City
<br />Ordinances.
<br /> Now the adjscen~.proper~y owner has requested it be closed under the State Law.
<br />
<br />On motion of Mr. Knight the following ordinance was approved on first reading:

<br />"AN ORDINANCE TO CLOSE THAT PORTION OF COLUMBIA STREET LYING BETWEEN A LINE
<br />PARALLEL TO AN~ TWO FEET EAST OF THE PROLONGATION SOUTHWARD OF THE DIVIDING
<br /> LINE BETWEEN LOTS SIX (6) AND EIGHT (8) IN BLOCK ONE HUNDRED FIFTY-FIVE (155)
<br /> ON THE PLAT OF VIRGINIA REALTY AND INVESTMENT COMP;aNY, RECORDED IN THE CLERK'S
<br /> QFFICE OF THE CIRCUIT.COURT OF NORFOLK COUNTY IN MAP BOOK 7, PAGES 98, 99 and
<br /> 100, AND A LINE DRAWN FROM THE NORTHWEST CORNER OF COLUNrBIA STREET AND FREDERICK
<br /> BOULEVARD TO THE SOUTHWEST CORNER OF COLLr~BIA STREET AND AIRLINE BOI/LEVARD."

<br /> On motion of Mr. Knight, the followxng resolution appointing viewers zn connection with
<br />the closing of Columbia Street, was adopted, without-dissehting vote:
<br />
<br /> "WHEREAS, The application of P. H. Boyette, Jr. and Company, Incorporated, ~o vacate, close
<br />and discontinue that portion of Columbia Street lying between ~a.line parallel to and 5wo feet east of the prolong-
<br />ation southward of the dividing line between Lots six (6) and eight (8) in Block One Hundred Fifty-five (155) on
<br />the plat of Virglnia Realty and Investment Company, recorded in the Clerk's Office of the Circuit Court of.Norfolk
