Clemons, Bernard D. <br />Griffin, Sr., Cameron C. Pitts, James T. Martin, P. Ward Robinett, Jr., J. Thomas <br />Benn III, City Manager Ronald W. Massie, Depu{y City Attorney George ;M. <br />Willson. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to approve the minutes <br />of a Called Meeting on March 10, 1998, a Regular Meeting on March 10, 1998, <br />and was adopted by unanimous vote. <br /> <br />98 - 46 - Presentations: <br /> <br />· Proclamation presented to Ray Smith for "Music and Art in our Schools <br /> Month." <br /> <br />· Presentation of special lapel pins to newly appointed Boards and <br /> Commissions members. <br /> <br />- PUBLIC HEARING - <br /> <br />98 - 47 - Public Hearing on use permit and rezoning applications: <br /> <br />(a) UP-98-01 <br /> <br />PORT NORFOLK NEIGHBORHOOD. Request of Jill Cave, to <br />operate a Bed and Breakfast Inn at 500 Broad Street. <br /> <br /> Motion by <br />recommendation <br />first reading, and <br /> <br />Mr. Clemons, and seconded by Mr. Pitts, to concur with the <br />of the Planning Commission that UP-98-01 be approved ~on <br />was adopted by a unanimous vote. <br /> <br />(b) Z-98-01 <br /> <br />HATTON POINT NEIGHBORHOOD - Request of the City of <br />Portsmouth to rezone the property at 3200 Cedar Lane from <br />Residential RS-150 to Preservation P-1-K Conditional. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to concur with ~he <br />recommendation of the Planning Commission that Z-98-01 be approved on first <br />reading, and was adopted by a unanimous vote. <br /> <br />(c) S-97-08 <br /> <br />Adoption of an ordinance closing and vacating a western <br />portion of Earl Street. This is a paper street and the area <br />identified for closure is bordered on each side by property <br />of the applicant. Once closed, the property will become <br />taxable. <br /> <br />1. Jeanie Ragland, 203 Thelmar Lane, applicant, spoke in favor of street <br /> closing without a cul de sac. <br /> <br />2. Linda Ferguson, 2 Cypress Road, spoke in favor of street closing without a <br /> cul de sac. <br /> <br />3. Branch Daniels, 200 High Street, Suite $00, attorney for applicant, spoke, in <br /> favor of closing without a cul de sac. <br /> <br />4. Hank Fallon, 341 Park Manor Road, spoke in favor of street closing withOut <br /> a cul de sac. <br /> <br /> <br />
