March 10;~998 3 t 5 At a Regular Meeting~:rOf~the~city ~Council or~ Tuesday, March 10, 1998, there were present: Mayor James W. Holley Ill, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., Cameron C. Pitts, James T. Martin, P. Ward Robinett, Jr., J. Thomas Benn III, City Manager Ronald W. Massie, Depu{y City Attorney George ;M. Willson. Councilman Cameron C. Pitts opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Pitts, and seconded by Mr. Benn, to approve the minutes of a Called Meeting on March 10, 1998, a Regular Meeting on March 10, 1998, and was adopted by unanimous vote. 98 - 46 - Presentations: · Proclamation presented to Ray Smith for "Music and Art in our Schools Month." · Presentation of special lapel pins to newly appointed Boards and Commissions members. - PUBLIC HEARING - 98 - 47 - Public Hearing on use permit and rezoning applications: (a) UP-98-01 PORT NORFOLK NEIGHBORHOOD. Request of Jill Cave, to operate a Bed and Breakfast Inn at 500 Broad Street. Motion by recommendation first reading, and Mr. Clemons, and seconded by Mr. Pitts, to concur with the of the Planning Commission that UP-98-01 be approved ~on was adopted by a unanimous vote. (b) Z-98-01 HATTON POINT NEIGHBORHOOD - Request of the City of Portsmouth to rezone the property at 3200 Cedar Lane from Residential RS-150 to Preservation P-1-K Conditional. Motion by Mr. Robinett, and seconded by Mr. Martin, to concur with ~he recommendation of the Planning Commission that Z-98-01 be approved on first reading, and was adopted by a unanimous vote. (c) S-97-08 Adoption of an ordinance closing and vacating a western portion of Earl Street. This is a paper street and the area identified for closure is bordered on each side by property of the applicant. Once closed, the property will become taxable. 1. Jeanie Ragland, 203 Thelmar Lane, applicant, spoke in favor of street closing without a cul de sac. 2. Linda Ferguson, 2 Cypress Road, spoke in favor of street closing without a cul de sac. 3. Branch Daniels, 200 High Street, Suite $00, attorney for applicant, spoke, in favor of closing without a cul de sac. 4. Hank Fallon, 341 Park Manor Road, spoke in favor of street closing withOut a cul de sac.
