The League considers this a logical <br />arrangement and we commend the City Manager for this decision. <br /> We.feel the Recreation Department can better discharge it's obligations 5o Portsmouth <br />citizens under the proposed plan~ This.should~also make possible more efficient use of budgeted funds and more <br />accurate accounting of recreational expenditures. <br /> We wish also to commend Recreation Director Mr. John S. Campbell Jr. and the Advisory <br />Board of Recreation and Parks for their interest and efforts in this matter." <br /> <br /> Motion of Mr. Dillon the, acknowledge with-thank~ and Lo receive as information, was <br />adopted,' without dissenting vote. <br /> <br /> Notion of Mr. Knight to'thank the Recreation Board for working with the Manager in this <br />was adopted, without dissenting vote. <br /> <br /> 63-68 - The f~llowing.resolutions presented by the City Repu~.lican Committee, were read: <br /> <br /> "WHEREAS the board of Directors of the North Carolina Association of County Commissioners <br />on the 2nd day of February, 1963, did approve a resolution similar to the one attached hereto and differing only <br />were underlined, in an effort to retuP~ to the s~ates the full range of wel£ar~, health, and educational programs <br />and. <br /> ~HEREAS the City of Portsmouth has, on past occasions, approved resolutions of like nature, <br />and purpose by unanimous votes of the City Council and here being ~o.evidence to ~ndicate that the majority of <br />opinion does not remazn the same as of this ~ate, and <br /> W.t{EREAS ~ flnit~ there .i~streng,hh. and <br /> WHERE~S by joining together and supporting ~he~ aboye said County Commissioners and others <br />who may approve resolutions of their own it is possible 5o provide the .Senate Subcommittee on Intergovernmental <br />Relations, now invesz~gation the subject ~ma~ter. with the current grass-roo~s opinion, <br /> THEREFORE, BE IT RESOLVED by the Portsmouth City Republican Committee that the Council <br />of the City Of Portsmouth~ V~rginla be re9uested 'to consider the approval of the attached resolution, and, <br /> BE IT FURTHER RESOLVED that the Secretary~ o~ the above said City Committee is hereby <br />directed to forward cop~es of the attached resolution tQ all political sub-divisions of the Tidewater area." <br /> <br /> "WHEREAS, the Congr~ess of the United States is now studying the whole range of Federal~ <br />State-Local relationships, in the course of which the subcommittee on Intergovernmental Relations of the Committee <br />on Government Operations of the United States Senate has mailed a Questionnaire to state and local officials, and <br /> WHEREAS, this questionnaire asks for suggestions as to changes which would improve the <br />whole area of federal-state-local relationships, and <br /> WHEREAS, City officials know from bitter experzence th-at the federal governmen~ places <br />heavy restriction on state and local activities where federal grants-in-aid are involved, which restrictions <br />reduce the area of decision of stale and local officials and increase the cost of these activities, and <br /> WHEREAS, this would be an appropriate time to study the possibility of the federal <br />government's returning to the sta~es the full range~ of welfare, health and educational programs in which the <br />federal govern~ment now participates, allowing each state~ and its local governments to develop their own programs <br />~o meet the needs of the state, and reducing federal taxation to the extent of the expenditure thus reduced so as <br />to allow the states and the local governments to increase their taxes ~o meet expenditures, and <br /> WHEREAS, City officials are reedy to do their part, both in developing sound state-local <br />programs to replace federal-state-local programs thus abandoned and .in developing ways to finance these programs <br />following the reduction of federal taxation and federal grants; <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the Governor of Virginia and the General Assembly be requested to consider this matter, with a view to making <br />recommendations in connection therewith to the Congress of the United States for their consideration. <br /> <br /> Motion of Mr. Eastes to receive with thanks and to refer to a conference, was adopted, <br />without dissenting vote. <br /> <br /> 63-69 - Motion of Mr. Dillon that the City Manager look. into the possibility of <br />equipping all police cars with oxygen apparatus, was adopted, without dissenting vote. <br /> <br /> <br />
