~pwil g. 1.q~3 <br /> <br />At s regular meeting of-the City Council, held on April 9th, 1963, there were present: <br /> <br />Jack~. Barnes, C. S~ Atkinson, Johh' L. Dillon, George D. Ess'tea, W. T. Leary, <br />A. P. ~ohnson, Jr., City Manager, and M. A. Kerb, Jr., Acting City Attorney. <br /> <br />Barnes presiding. <br /> <br />The meeting was opened with prayer by Mr. Atkinson. <br /> <br />The minutes of the regular meeting held on March 26th, 1963, were read and approved. <br /> <br />The following reports-from the City Manager were read: <br /> <br /> 63-80 - "I submit the attached, petition from Portsmouth Cab owners requesting an increase <br />in csb fares, This petition represenss all companies except the Airline Cab Company . <br /> It is my understanding that Mr~ Clyde Cooper, representing the cab owners will <br />be present 5o appear before the Council on this matter." <br /> <br /> Attached - "We the undersigned owners of all taxi cab companies in the City of Portsmouth <br />with exception of Air Line Cab Company, respectfully represent. <br /> That the taxi cab license and rates under which we are operating have not been <br />changed in the past ~en or twelve years during which time the cost-of operating the cabs, maintenance, oil and <br />insurance, have practically d~ubted. The rate under which we operate is 35~ for the first half mile and 10~ <br />thereafter for each one-third mile. A passenger is entitled~to one suitcase Dr bag free and an additional <br />suitcase or bag is 10~. A trunk or ~oot locker is 50~ and we have been charging for sailor's sea bags the sum <br />of 50~ but there is no provision in the license rates that provide for the sea bags. <br /> We therefore request thnt the Council pass an ordinance permitting the ~nder~ <br />signed owners to charge 50~ for the first half mile and 50~-for a scs bag or duffel-bag, usually csrried by <br />enlisted men. (Signed by Leonard J. Lee and others.) <br /> <br />for the petition. <br /> <br />On motion of <br />On motion of <br /> <br />Mr. Leafy, the rules were suspended to hear Mr. Clyde Cooper, who spoke <br /> <br />Mr. Dillon, referred to s conference of Council, without dissenting vose. <br /> <br /> 63-81 - "I recommend that I be authorized to advertise for lease for a term of five <br />years, the privilege of sightseeing boat 5o dock at the Municipal pier. <br /> This is the docking facility located s~ the foot of High Street adjacent to this <br />building. <br /> This lease would give the best bidder the exclusive use of the docking facilities <br />for sightseeing boats, for a period of five years." <br /> <br /> Notion of Mr. Easses to authorize the City Manager 5o advertise for bids, as recommended, <br />was adopked~ without dissenting vo~e. <br /> <br /> 63-82 - "This is to advise the Council of a vacancy on the Trustee Board of the <br />Supplemental Retirement System. <br /> This vacancy was created by the death of NLr. W. P. Lifsey.,. <br /> <br />Motion of Mr. Leary to refer to a conference of Council was adopted, without dissenting <br /> <br />erty. <br /> <br />Line Railroad spur. <br /> <br /> 63-83 - "I recommend that I be authorized 5o advertise for sale, surplus City owned prop- <br /> <br /> This consists of six lots 1~ sted on Roanoke Avenue, north of the Seaboard Air <br />The s~reet is unimproved. <br /> This has been approved by the Planning Commission." <br /> <br /> Motion of Mr. Dillon to concur in the recommendation of the City Manager was adopted, <br />without dissenting rose. <br /> <br /> 63-84 - "I submit the attached Ordinance and recommend that it be placed on first reading. <br /> I also recommend that the contract for the construction of a Boat Ramp in the <br />Pinners Point area of the City be awarded to W. F. Magann Corporasion, low bidder in the amount of $11,382.00. <br />I also recommend that Captain Tilton ~. Conklin be awarded the contract for, the dredging in the amount of <br />$1,625.00. <br /> The balance of the funds will be used to improve parking conditions in this <br />area. This will be s concrete ramp with the ability for two.trailers to'use the ramp at the same time. There <br />will also be $~pier alongside the ramp." <br /> <br /> On motion of Mr.1 Dillon, the following ordinance was approved on first reading: <br /> <br />"AN ORDINANCE TO APPROPBIATE $15,000.00 FROM THE GENERALCAPITAL I~PROVgMF~T <br />FUND FOR THE PURPOSE OF CONSTRUCTING A BOAT PJk~lP AND DOCKING FACILITIES~ <br /> <br /> Motion of ~Lr. Dillon that the contract be awarded to W. F Msgann Corporation was adopted, <br />without dissenting vote. <br /> <br /> 63-85 - "I submit the attached Ordinance and recommend that it be pi.aced on first reading. <br /> This appropriates $15,000.00 for the cost of parking meters and tke purchase <br />of office equipment. <br /> These are tile parking meters that were originally purchased on s time basis but <br />were changed ~o a cash basis in order to save 6~ interest on the purchase price. <br /> These funds were provided in the re~ent Bend sale. <br /> <br />dissenting vote: <br /> <br />On motion of Mr. Esstes, the following ordinance was approved on first reading, without <br /> <br /> <br />
