March 27, 2001 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, March 27, 2001, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Daniel M. Stuck, City Attorney Timothy Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on March 13, 2001, a Regular Meeting on March 13, 2001, and a Called <br />Meeting on March 20, 2001, and was adopted by unanimous vote. <br /> <br />01 - 100 - Presentations: <br /> <br />Special presentation to the Portsmouth School Foundation and the Effingham Street <br />YMCA: Marlene Randall, Dan Evans, Manny Munoz, Maureen Mizelle, Councilman <br />Whitehurst and Gwendolyn Davis. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to authorize a biennial <br />ball, and Council to appoint a committee staff to communicate planning. <br /> <br /> Substitute motion by Mr. Pitts, and seconded by Mr. Griffin, to defer <br />consideration of the motion to June 26, 2001, for further cost information and a plan <br />from staff, list of charities to be recognized, and the future organizational structure, and <br />was adopted by unanimous vote. <br /> <br />Presentation of special lapel pins to newly appointed Boards and Commissions <br />members. <br /> <br />- Public Hearing - <br /> <br />01 - 101 - Public hearing on use permit and rezoning applications: <br /> <br />(a) UP-01-05 <br /> <br />OLDE TOWNE NEIGHBORHOOD Request of Monumental <br />United Methodist Church to operate a School for the Fine Arts at <br />450 Dinwiddie Street. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that UP-01-05 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) Z-01-02 <br /> <br />TRUXTON NEIGHBORHOOD - Request of William Brown for a <br />rezoning from C-2-K (Conditional) to C-2-K (Conditional) to allow <br />auto retail sales at 2200 Frederick Boulevard. <br /> <br />1. Bill Brown, 716 Cumberland Avenue, spoke in support of the rezoning. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that Z-01-02 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br />- Unfinished Business - <br /> <br />01 - 85 - Use permits and rezoning applications: <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to adopt the following <br />resolution, approved at the March 13, 2001 meeting, and was adopted by the following <br />vote: <br /> <br />01-85(a): <br /> <br />1. Reggie Allen, 1421 Wilcox Avenue, spoke in support of the use permit. <br /> <br /> <br />
