<br />The meeting was opened with prayer by Mr. Dillon.
<br />
<br /> Minutes of the regular meeting of April 23, 1963, and the called meeting of April 30,
<br />1963, were read and approved.
<br />
<br /> Mr. Smith presented Mr. Ben Haddon, Chairman of the Civic Understanding Committee, who
<br />introduced Mr. Joseph L Pope. Mr. Pope has just returned from Portsmouth's Sister City, Dunedin, New Zesla.nd,
<br />where he ~ad the honor of presenting To the Queen of England a silver tray~ s gift from Portsmouth, Virginia.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 63-10S - "I submi~ the attached Ordinance and recommend that it be placed on firsg
<br />reading.
<br /> This amends the rate for playing golf ag City Park on Saturday, Sunday, and
<br />holidays. At the present, the rate is $1.50 for all day on the above days.
<br /> Under the proposed Ordinance, it calls for s rage of $1.50 for 18 holes. The
<br />change is being requested due to the crowded condition of the course. It is believed ghat this will give'more
<br />people a chance to play."

<br />On motion of Mr. Dillon, the following ordinance was approved on first reading, without
<br />
<br />"AN ORDINANCE TO AMEND SECTION 25-5 OF THE CODE OF THE CITY OF PORTSMOUTH,
<br />VIRGINIA, 1961, ~PERTAINING TO THE FEES TO BE CHARGED FOR PLAYING GOLF AT
<br />THE CITY PARK GOLF COURSE."

<br /> 63-109 - "I submit the attached Ordinance and recommend that it be placed on first
<br />reading.
<br /> This amends Section 34-9 of the City Code pertaining go rates of fares for
<br />taxi-cabs. It changes the rate from $.35 for the first one-half mile to $.50
<br /> I do not recommend the fee of $.50 for the carrying of sea bags as was
<br />requested by the Taxi-cab Companies~?
<br />
<br /> On motion of Mr. Knight, the following ordinance was approved on first reading, without
<br />
<br />"AN ORDINANCE TO AMEND ,SECTION 34-9 OF THE CODE OF. THE CITY OF PORTSMOUTB,
<br /> VIRGINIA, 1961, PERTAINING TO TAXICAB FARES."
<br />
<br /> 63-110 - "I submit the attached Ordinance and recommend that it be placed on first
<br />reading. The adoption of this Ordinance is requested To bring our Building Code up to date in conformity with
<br />the Southern Building Code.
<br /> This is necessary due to the many new Types of materials and methods of
<br />construction that are not covered in our~esenT code adopted in 194S. The fee schedule is also changed from
<br />a valuation basis on eos~ of construction go fee based on square footage for the type of construction."

<br />On motion of Mr. Leery, the following ordinance was approved on first reading, without

<br />"AN ORDINANCE ADOPTING A NEW BUILDING CODE FOR TEE CITY OF PORTSMOUTH,
<br />WHICH PRESCRIBEE PEN~-TIES FOR VIOLATION OF ITS PROVISIONS, AND REPEALING,
<br />WITE CERTAIN LIMITATIONS AND EXCEPTIONS, ALL ORDINANCES AND PARTS OF
<br />ORDINANCES OF A GENERAL NATURE IN CONFLICT WITH THE PROVISIONS THEREOF."
<br />
<br /> 63-111 - "I submit the attached agreement and recommend that the proper City officials
<br />be authorized to sign. B. F. Diamon~ Construction Company has an ag~eemeng with the Southern Railway Company
<br />to fill their property which is adjacent go City owned property that has been filled by the Diamond ~onstruction
<br />Company.
<br /> In filling the property of Southern Railway CompDny, it will involve filling
<br />approximately.~O feet of City owned propersy not filled at the present time. This also proTecTs the City with
<br />regard to proper drainage ~n filling this proper~y."

<br /> Motion of Mr. Eastes to concur in the recommendation of the City Manager was adopted,
<br />without dissenting yore.
<br />
<br /> 63-112 - "I submit the attached Ordinance and recommend t. hat it be placed on first
<br />reading. This amendment to the Sub-Division Ordinance is necessary in o~der that we can submit to FHA our
<br />application for Workable Program Recertificatiou.
<br />
<br /> It amends the procedure for submission of subdivision applications for approval
<br />to the ~lanning CommisSion and pres.cribes the procedure the Planning Commission will follow ~n approving sub-
<br />division plats."
<br />
<br />On motion of Mr. Dillon, the fo&lowing ordinance was approved on first reading, without
<br />
<br />"AN ORDINANCE TO A~END SECTION 3 OF THE ORDINANCE EN~TITLED 'AN ORDINANCE TO
<br />REGULATE AND ASSURE THE ORDERLY SUBDIVISION AND DEVELOPMENT OF LARD WITHIN
<br />THE CORPORATE LIMITS OF THE~C:I~YOF PORTSMOUTH, AND WITHIN A DISTANCE OF
<br />THREE MILES THEREFROM, AND TO REQUIRE. THE. PLATTING AND RECORDATION OF SUCH
<br />SUBDIVISIONS', ADOPTED M3%RCH 27, 1956, RELATING TO THE PROCEDURE FOR
<br />APPROVING AND RECORDING SUBDIVISION PLATS."
