<br /> "WHEREAS, the Congress of the United States has before it a proposal to-restrict the alteration,
<br /> repair and conversion work, on United States-Navy vesse:ls an the basis of 65% df such work to naval shipyards
<br /> and 35% to private yards, and
<br />
<br /> WHEREAS, there is located within the City of Portsn~uth; Virginla~ a U.-S. Naval Shipyard, and
<br /> . ,~ WHEREAS, the said .shipyard employs approximately,.10,500 persons with an annual payroll in excess
<br />of $72,O00,000.0Q and annuall~ purchases more th~n $3,00~,00~%00 ~omth of goods locally, and
<br /> WHEREAS, the proposed~,65-35 restriction not only would cause~.a reduc~ien in the number of persons
<br />employed in the local shipyard but ~lso .would have serious,economic repercussions throughout the entire
<br />community in the form of increased unemployment and reduced ~ncome,-and
<br /> ~HEREAS, the pmoposed restriction would have a,detrimental effect on this nation's military pre-
<br />paredness by reducing the potential Of U. S. Naval Shipyards because the persons caused to be laid off would be
<br />forced 5o pursue other occupations in other localities,
<br /> NQ~. THEREFORE, .BE .IT ~ESOLVED by the Councillor the City of Portsmouth, Virginia, that this
<br />body go on record as being vigorously ,oPposed t~+~tle proposed:65-35 re~t~$c~ioa on aural shipyard work on the
<br />grounds that such restriction would not be in the best interests of this City, its citizens and the national
<br />defense, and,do earnestly and ~espect~ull~ requests.the Congmess oi.the Unit,ed States ~ot to enact the p~oposed
<br />restriction limiting U. S. Naval Shipyards ~o only 65% of the alteration, repair and conversion work to be
<br />performed on U. S. Nav~l ships."
