<br /> The following resolution approved by' the Planning Commission'~s presented:~

<br /> "WI{RHEAS, the Portsmouth Redevelopmenz and Housing Authority in its capacity as "Local Public Agency"
<br />for the City of' P~rtsmouth has,employed' the nationally-recognized consultant firm of Hsrland Bartholomew and
<br />Associates, AtIanta, Georgia, to prepare a "NOR~HS~DE GENERAL. NEIGHBORHOOD RENEWAL PLAN~ with. $29,000 advanced
<br />for this purpose by the Urban Renewal Administration, HoUsing and Home Finance Agency; and
<br /> "WHEREAS, onFebruary 3, 1961, this Commission' d~d resolv~ unahimously "THAT THE CITY COUNCIL BE _52DVISED
<br />PREPARATION OF THIS "GENERAL-NEIGHBORHOQD RENEWAL PI4~N%-WOULD:CONSTITUTE~A~AJOR STEP.FORWARD INk. REVISION OF OUR
<br />CITY MASTER PLAN"; and
<br /> WHEREAS, the working dr~ft of this "NORTHSIDE GENERAL NEIGHBORHOOD RENEWAL PLAN" documen~ includes a
<br />map exhibit titled as follows: "Exhibit 2, LAND USE PLAN, VA R-22 (GN), NORTHSIDE, Portsmouth Hedevelopmen~ and
<br />Housing Authority, Code GN-gO1 b, December 1962, Harlsnd Bartholomew and Associates, Atlanta-Richmond" which
<br />on June 4, 1963, at a.reguls~ monthly meeting of this Commission was reviewed, designated "COMPREHENSIVE PLAN
<br />CP-1-63", S~bsequently advertised ss such pursuant ~o Chapter 28 of the Code of Virginia on June 6, 1963, and
<br />June 13, 1963, in the "LEDGER STAR" newspaper, and publicly displayed in the City Council Chambers, Municipal
<br />Building, 1 High Street, Portsmouth, during regular municipal office hours since June 5, 1963; and
<br /> · rHEREAS, Paragraph 15-964.6 of Chapter 28 of the Code of Virginxa specifies that "As the work of pre-
<br />paring the comprehensive plan progresses, the local commission may, from time to time, ~ecomme~d~ an~ the
<br />governing body spRrove and adopt, parts thereof; any such part shall cover o~e or more ~or sections or divis-
<br />ions of the county or municipality or one or more functional matters"; and
<br /> WHEREAS, a public ~earing pursuant tn Chapter 2~ of the Code of Virginia was held on said document
<br />"CP-1-63" by this Commission on June 18, 1963, at 2:30 P. M. in che City Cou~lci~ 'Chambers, Municipal Building,
<br />1 High Street, Portsmouth, as parr of the regular meeting, there being a quorum present;
<br /> NOW THEREFORE, BE IT RESOLVED by the P0rts~outh City Planning Commission, that: the "RESIDENTIAL"
<br />shown ~n said "CP-t=6~' shall be synonymous with "RESIDENTIAL - HIGH DENSITY', the '"LIMITED COM~ERCIAL" synony-
<br />mous with "LIMITED AND LOCAL BUSINESS", the "LIMITED OFFICE"~within the centext of "LIMITED AND LOCAL BUSINESS",
<br />and the "CO~RCIAL" synonymous with "GENERAL AND INTENSIVE BUSINESS"; and
<br /> THAT, the area bounded by Washington Street, Crawford Street ~sxtended) and Dinwiddie Street designated
<br />"PUBLIC" be classified also as "RESIDENTIAL - HIGH DENSITY" and if at some future date is sold by the City of
<br />Portsmouth as part of a waterfront developmen5 program, all proceeds would be earmarked for the proposed
<br />"PARKV~W SCH0~L AND CO}~I~UNITYCENTEH" extension and development p~ogram as shown On ~'CP-1-63" from Leckie
<br />Street and the Oak Grove Cemetery to Elm Avenue; and
<br /> THAT, tkis Commission recommends to City Council that it adopt document "CP-1-63" as an amendment 5o
<br />the Comprehensive Plan for the City of Portsmouth and does hereby certify to City Council for official consider-
<br />ation pursuant ~o Chapter 28 of the Code of Virginia both "CP-1-63" and this resolution."

<br /> The following reports from the City ~anager were read:

<br /> 63~133 ~-."Transmitted herewith is the proposed budget for the City of Porismouth for the fiscal year
<br />1963-64. The reco~nded Budge~ t~tsls $14,410,106.00 aS'~compared with $13,546,35~.00 f~kr 1962~63. This
<br />amounts ~o an increase of 6%.
<br /> It is mF opinion that the revenues have been fairly estimated and can be expected' to'be realized
<br />during the year. A substantial increase ~s shown in the estimated Real Estate 5axes as the new assessment is
<br />fully reflected in this Budget. The other large rev~aue ~inereaSe-~s in revenue from other agencies and this
<br />results from additional monies to be received by the schools.
<br /> Under the appropriations requested for 1963-64 $7,~01,001.15 is for opera, ion Of the General Govern-
<br />ment and $6,609,105.O0 for schools.. Of the funds requested ~for the General Government $3,9~4,674.15 is for
<br />salaries and wages. This represents s 10% increase over last year's Budge~; however, thislJ, is ~ot m true
<br />reflection as pay increases were gra~ted in the Fire and Police Departments as of January 1, 1963. This does
<br />provide s pay raise for all city employees and requires the 'largest expenditure indrease.
<br /> The School Budget provides $5,662,600~00 for salaries in-its Budge~, a~ increase of 5% ~o allow salary
<br />increases ~o all of its personnel.
<br /> The larger increases are reflected in the following departments:
<br /> Public Welfare $104,015.60. This is~ue Eoa new category of Me, ileal Assistance to the Aged and increases
<br />in Old Age Assistance, Aid to Dependent Children and Aid to ~Pe~ma~eut and Totally Disabled. The City has to
<br />bear about 19% of the Above inerease.
<br /> Public Safety $192,994. O0 - Due almost entirely to salary increases.
<br /> Public Works $171,081.00 - This is due to salary increases, additional street lights proposed and s full
<br />year's operation of the incinerator.
<br /> Recreation $43,$0~.00 - The Recreati~ ~aintenancs Departmen~ ~eing established and additional supplies
<br />
<br />needed.
