Goode from the Recreation Board which ~as referred to a conference <br />of the Conr~cil on June 18, 1963, was taken up and read, <br /> <br />Motion of Mr. Knight that the resignation be accepted with regret was adopted, without dissenting <br /> <br />vote. <br /> <br />63-91 - The following Qommunlcation item the Portsmouth Redevelopment and Housing Authority was <br /> <br />read: <br /> <br /> "This is in reply to your letter~ of May 21 requesting that we investigate and reRort on the possible <br />acquisition of the Williams CQurt housing projeQ~; . ~ <br /> The Com~issioners,of the Authority have given this matter v.~ry ca~ef~l consideration at several of <br />their meetings since receipt of the above-mentioned letter and have unanimously arrived nat the following conclu- <br /> <br /> (a) The acquisition of Williams.Court would be in the~bes~ interests of the ~ity primarily because <br />of the future ~alue of the land:, and the opportunities ~affor~e(1 for future developments if it Rere owned by the <br />City~ Conversely, it would also protect the City against unwise use of the land, <br /> (b) The approach to its acquisition or any negotiations with its present owners will be materially <br />affected by a prior determination as to the l~ga~ity o~ its ownership and operation by the Cit~ of Chesapeake. <br />This determination should be made by the City Attorr~ey or by Counsel employed by the City for that, purpose.~ It <br />is our thought that our astorney would no~ be ia as favorable position ia making this determination as would some- <br />one acting on instructions f~Qm Council, and immediately r~sponsib!e tQ that Body_ This peNson,in all probability <br />will participate in negotiatiOnS j~nd possible court action. Such a role would be Inappropriate for the <br />Authority's attorney. <br /> (¢) After z determination has been made as to the legality of the operation of the project, an <br />official spokesman for the City Council should confer wkth an official spokesman for Chesapeake ~o open negotia- <br />tions as quietly as possible'. <br /> (d).'If and when negotiatious have reached the stage where a price tag has been plaQed on the pro- <br />perty, this Authority will be in a pQsition to a~al~ze and. repor~ on ~he feasibility of th~ purchase and its <br />operation, but for us to take any action at this. time would be a disservice and not advisable. <br /> This Authority stands ready at alt times to carry out the wishes of the Council, but feels that i~ <br />is encumbent on us to give you the.benefit of our thinking, which at ~11 times is directed to what we coasider to <br />be in the bes~ interests of the City." - <br /> <br />Mot,ion of Mr. Eastes ~o ~efer to a conference of the Council w~s,ndopted, without dissenting voEel <br /> <br />NEW BUSINESS <br /> <br /> 63~!76 - The following communication from Craig~Spencer was read: <br /> <br /> "On June 5, 1963, I obtained a Building Per, it ~7565-B to-erect a g~age s~ 2809 Elliot Ave. I <br />paid a fee of $6~O0 for this permit. <br /> On June 4, 1963, Mr. John K. Holloman obtained Permit #7560-B [o erec~ my garage. I did not know <br />at the time I: obtained my p~rmit that Mr. Holloman kad alread~ obtair%ed a p~rmit. The garage was erected on the <br />permit se¢~ured by Mr. Holloman. <br /> Due to t~e_du~lication of permits I r~ue~t that I b~ refunded~ the cps~ or,Permit ~7565-B ($6.00)." <br /> <br /> On motion of Mr. Dillon, an appropriation of $6.00 for said refund was approved on first reading, <br />without dissenting vote. <br /> <br /> 63-~77 - The following petition was rea~ <br /> <br /> "l. As reported in ~he May 19th 1963 issue of the Virginian Pilot and Star, the Streets of the <br />City of Portsmouth are being relighted by the Virginis Electric and Power Co. in cooperation with and by direcfion <br />of the City Government. <br /> 2. We, the below listed residents of Warwick Street, hereby respectfully request that Warwick Street <br />be excluded from the program and that no lights be installed thereon.
