<br /> At a regular meeting of the City Council held on Au~us~ 27th, 1963, there were present:

<br />The meeting was opened with prayer by Mr. Leafy.,
<br />
<br />Minutes of regular meeting h~td.on A~gus~ 13th, 1963, were read and approved..
<br />
<br />The following communications from the City Manager were read:
<br />
<br />63-201 - "Mrs. Alton Gibbs of 800 Rodman Avenue~has requested permission to speak before the council.
<br />She wishes to speak concerning traffic conditions on Rodman Avenue.
<br />It is in order to hear from her at~ this time.
<br />
<br /> Onmotion of Mr. Barnes, rules were suspended To hearMrsl.: Gibbs, who presented the following
<br />petition:
<br />
<br /> . "We, t~..[unders~gned, residents of Rodman Avenue, physicians and business men ~ith offices and
<br />businesses on Rodman Avenue and residents within the~T%cini~y of one block eas~ and ~one block west of Rodman
<br />Avenue wish to complain of end have .remedied traffic conditions now existing~on Rodm~n Aveque.
<br /> Complaint No. 1: Motor vehicles .tra~el~$g in excess of~ th~ 25 m.p.h., speed~ limit.. This speeding
<br />is nor jus~ e "once in s while" thing, but occurs twenty-four hours a day. We wish To have this condition
<br />remedied by posting add. m.p.l~ sign~ elqng Rodman.A~enue north of the Airline TurnPike.Highway and by strict
<br />enforcement of this speed limit law.
<br /> Excess speeding .on Rodman Aveaue endangers Dot ~nly the lives of th~ occupants of said motor
<br />vehicles but mlso poses a threat to our children and property .... ..
<br />Complaint No. 2: We wish to have the law prohibiting heavy trucks on Rodman Avenue enforced.
<br />These trucks, when passing over the.storm drains under Rodman Sven~, cause vibrations which are damaging to. our
<br />property. ~. .

<br />R. C. Houghton, Sr., also spoke in regard to the matter.
<br />
<br />Motion of Mr. Dillon to ~efer ~e the ~ity Manager.
<br />
<br /> Motion of Mr, Barnes to amend the motion tQ add than the City Manager report at~ the next meeting of
<br />Council, was adopted.
<br />
<br />Vote being taken, the motion as amended was adopted, without dissenting vo~e.
<br />
<br /> 63-202 - "I submit the attach-ed ordinance and recommend it be placed on first reading.
<br /> ~is ordinance closes Halifax Street between Scott Street and Airline Bqulev~rd.
<br /> Attached hereto zs a report of the viewers with their recommendation; also, the Planning Commission
<br />has recommended the c~osing of this s~reet."

<br />On motion of Mr. Barnes the following ordinance was approved on first reading:
<br />
<br />"AN ORDINANCE~TOCLOSE THAT PORTION OF HALIFAX STREET LYING BETWEEN THE NORTH LINE
<br />OF SCOTT STREET AND T~ SOUTHEAST LINE OF AIRLINE BOULEVARD"
<br />
<br /> The following repor~ of viewers was received:
<br />
<br /> "We, the undersigned, who you appointed as Viewers a~ your meeting held on June 27, 1963, to vie~
<br />the portion of the street situate in the City of Portsmouth, Virginma, known as Ha%ifax~(formerl~ Lester) Avenue,
<br />lying between the no~tb line of Scott Street and the southeastern line of AirlLine Boulevard, and report whether
<br />or not ~n our opinion, any, and if any, what inconvenience would result from the closing of said per,ion of
<br />Halifax Avenue, respectfully repor~ that in our opinion no inconvenience would result in the closing o~ said street
<br />either ~o the public or any adjacent property owners or to any other interested parties. We recommend that the
<br />street be closed.

<br /> 63-203 - "I submit the attached ordinance and- recommend it be placed on first reading.
<br /> This allows the City Assessor's office to combine the listings of the white and colored land books,
<br />as well ss permitting the listing in the same book of non-taxable property.
<br /> At the present time, it is required that the white snd colored property be listed in separate
<br />books, as well as non-taxable propergy."

<br />On motion of Mr. Dillon the following ordinance was approved on firs~ reading:

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY
<br />AMENDING SECTION t~-~7, PERTAINING TO PREP.~AR~.TION,~ FORM, AND DISPOSITION OFLAND BOOR, AND
<br />BY AMENDING SECTION 10-4~ PERTAINING TO V~Li3ATIoN OF NONrTAXABLE AND OTHER PROPERTY
<br />

<br />This resolution appoints wiewers for the closing of Garfield Street, which has been requested by
