The Commission recommends disapproval of this application on grounds <br />that: (a) The 28' x 100' lot involved is insufficient in size for the. intended, pnrpose~ an~ (b) With respecz to <br />Interstate 264~ any new local business serving this area and the Washington Park Public.Housing ProjDct should be <br />located further south on Washington Street toward the center of population. T~ ~s~n~g Com~ission arrived a~ <br />this decision only after several months of study of the coming situation in this area to be created by Interstate <br />26~; see plat attached. <br /> Z-63-22 Petition of Sam Pertin ~o rezone s~ven lo~s (17~' x. SS.") on west side of Jackson Avenue, <br />just north of Railroad Avenue; from Industrial M-1 to Residential R-6QrA. The Commission s~Qngly urges dis~ <br />approval of this application on grounds of : (a) Spot zoning, and (b) That such action would be contrary ~o <br />long-range city plans for Pinners Point industrialization snd endanger an econQmic d~velopment program now moving <br />f~rward satisfactorily. <br /> Z-63-23 Petitionof H~rry T. Crockett to rezone property bounded by George W~shing~on Highway, <br />Woodland Street, Aylwin Road, and Gillis Road; from Residential Pr75 to Commercial C-2. The Commission s~rongty <br />urges disspproval of this application on grounds of: (n) Spot zoning, (b) ~The inappropriateness of this proposed <br />additional gasoline service station on George Washington Highway and the city.'s program for improvement thereof~ <br />and (c) The fact that this block of property is ideally suited for subdivision and residential development under <br />Residentia} R-75. <br /> Z-63-24 Petition of the City of Portsmouth to rezone property south of Clifford Street, north of <br />Interstate 264 right-of-way and just east of CrabapDle Street; from Industrial M-1 to Residential R-60i <br />Interstate 264 studies revealed to the Planning Commission that this residual portion of industrially--zoned <br />property cut off by the new superhighway should be reclassified residential. In addition to initiatin~ this zone <br />change after discussing the matter with local residents, the Commission also is working with the Department of <br />Health on minimum housing code enforcement in this area around the newly renovated Hiddick-Weaver School. The <br />combination of these actions may improve this area substantially. <br /> Z-63-25 Petition of J. C. Beas~ey to rezone property bounded by. Brighton Street on ~he no~th~ <br />Nottaway Avenue (now vacated) on the east and Arlington Place on the south end west; fromm:Residential R-75 to <br />Commercial C-1. The Planning Commission does not recommend approval of this applica$ion as~ submitted but dees <br />recommend rezoning on the basis o£ a more restricted zoning district, Reside~t%a~ R-60-A. The Commission has <br />caye£ully worked o~t a plan for an office building transition in this area between excellent residential <br />development to the south and commercial developmen~ to the north. The applicant proposed an off.ice building and <br />thus would not be thwarted ~y the substitution of Residentisl Rr60-A~ <br /> Z-63i-26 Petition of Agents Con-An Investment Company and George C. Norris ~o rpzpne £ive lots <br />south of Elliott AEen~e between Deep Creek Beulevard and Beacon Read. Also, two lots on the southeast ¢or~er of <br />Deep Creek and Eltiot~; from Residential R-?5 to Commercial C-2. This application has been before the Planning <br />Commission and City Council on several earlier occasions and each time rejeeted~ Residents. of the neighborhmod <br />remain violently op!posed to any expansion of local business~. For this reason, th&'Planning~ommission once again <br />informs City Council that it does no~ recommend approval. <br /> UP-63-4 Petition of Disco Corporation by Agent R. H. Kirby for a Use Per~it to operate s trailer <br />park o~ the northealst corner of Victory Boulevard and Greenwood Drive - vacan~ tract. The Planning Commission <br />does no~ recommend issuance of a use permit for ~ trailer park." <br /> <br /> Motion of Mr. Barnes that the City Clerk be authorized to advertise the six rezoning petitions <br />and the use permit petition for public hearing on October 2~, 1963, was adopted, without dissenting vote. <br /> <br />63-233 - The following communication from the Planning Director was read: <br /> <br /> "At its regular monthly meeting on September 17, 1963, the City Planning Commission reviewed, acted <br />on, and recommends spproval of the following street closure application: <br /> S-63-9 Petition of William A. Howell to vacate that portion o£.Kelley Drive lying to the esst of <br />Haven Street in Block 5 of Cradock Court subdivision~ pursuan~ ~o Virginia Code Provision 15-776.1. <br /> This represents elimination of another segment of paper street." <br /> <br /> Motion of Mr. Atkinson to refer to the City Attorney for the proper resolution to be drawn was <br />adopted, without dissenting vote. <br /> <br /> 63-234 - The follo~Ving communicatioh from the United Civic League, signed by Solomon J. Csrey, <br />President, was read: <br /> <br /> "The executive board of this civic ~esgue desires that the name of Harvey N. Johnson, Jr. be con- <br />sidered when filling the vacancies in the city's Housing Authority. <br /> Mr. Johnson was manager of the Carver Homes facility for five years rendering outstanding service <br />in ~is administration; wss Housing Survey Supervisor for the Portsmouth Ho~sing Au~thori~y in 1944 and 45 and <br />also conducted a survey for the Authority for iow ren~ housing for the city. <br /> We feel that these experiences and h~s daily work and interest in community projects for the <br />bettermen~ of the City of Portsmouth will make Mr. Johnson an outstanding asse~ to the city's housing administra- <br />tion program." <br /> <br /> Motion of Mr. Barnes to refer to a con£erence of the Council on vacanees on the ~ous~ng Authority <br />was adopted, without dissenting vote. <br /> <br />* Unfinished Business continued - <br /> <br /> <br />
