These maps of Portsmouth:
1. Do not ~how Crawford Street extended ~o InterstaYe 264 and hence provide no traffic assignment.
Do not provide a traffic assignment-for the Crawford Street exte6sion, currently Under con-
struc'tion, pla~s:f'or-which were reviewed and approvedby ihe Virginia'Departiaent of ~ighways.
3~DO not show Geom~e Wasbingson Highwa~ extended tb~EfTiffgham Street as approved by the U. S. Navy.
4. Do not show Airline Boulevard extended to Effingham Street, a plan already approved by the
~ighwa~ Commission and the Federal Bureau of Public Roads.
These Octobe~ 3d ramps do, however, recognize Norfolk's waterfront drive and provide traffic
assignments therefor.
It is a fact that the water front drive ou~er loop in_Portsmouth ~s certainly on s schedule'with its
counterpart in Norfolk with most'Ports~outh:eem~on-ents 6arrying earlier completion dates.
The Wilbur Smith Planners are al~o preparing s major route plan for the entire southeastern
Virginia region, the plan expected tq be.completed i~ mbout three months. According 50 r~ce~t newspaper articles,
the Norfolk Planning Commission h~s recommended ~hst th~ city ask full priority for waterfront drive design plans
in the Wilbur 'Smith study. The ~ilbu~ Smith stud~ would produce design ~lterna~ives and cost estimates for
waterfront drive, including the e~timated cos~ of the six lane elevated road with access ramps. Th~ newspaper
article stated Jhat the n~xr move sppes~s ~to .be up tb %he N6rfolk ~ity Council which would' be s reqnest ~o the
State Highway Department ~o h~v~ WiI~ur Smlth make this study.
Portsmouth's offieislly ado~te~ comp~ehehsi~e plan calls for s waterfront dr~ve ouser loop and
awaits only state approval in the form o~ Highway Designation Assignment. It is my recommendation that the
Portsmouth~City Council inform the Virgimls S~ate Highway Commission that Portsmouth is vitally interested in
spproysl of its waterfront drive outer loop in the.form of s highway designation _sssignmenL and to this end, s
request be ma~le that said portion of th~ Wil~Dr Smith southeastern study be sccelerste~' so as to provide the basis
for said approval. It is felt that th~s is ~ reasonable request s~nce the plan of highways xn eastern Portsmouth
is one of long standing.
