This cancels a lease with the Seaboard Air Line Railroad for property leased by the city off Columbus Avenue. This action is necessary as the Highway Department has purchased this property and the lease must be cancelled in order for the Highway Department to ge~ c~sr title. The land is being used for the construction of Interstate 264." Motion qf Mr. Esstes to concur in the recommendation of the City Mfinager was ~a~opted, without dissenting vo~e. 63-24~ - "I su~mit the attached ordinance and recommend it be placed on first reading. This closes a portion of Kelly Drive lying east of Raven Street. The closing has been approved by the Planning Commission and a copy of the repor~ of the viewers is attached hereto." It is a fact that the water front drive ou~er loop in_Portsmouth ~s certainly on s schedule'with its counterpart in Norfolk with most'Ports~outh:eem~on-ents 6arrying earlier completion dates. The Wilbur Smith Planners are al~o preparing s major route plan for the entire southeastern Virginia region, the plan expected tq be.completed i~ mbout three months. According 50 r~ce~t newspaper articles, the Norfolk Planning Commission h~s recommended ~hst th~ city ask full priority for waterfront drive design plans in the Wilbur 'Smith study. The ~ilbu~ Smith stud~ would produce design ~lterna~ives and cost estimates for waterfront drive, including the e~timated cos~ of the six lane elevated road with access ramps. It is my recommendation that the Portsmouth~City Council inform the Virgimls S~ate Highway Commission that Portsmouth is vitally interested in spproysl of its waterfront drive outer loop in the.form of s highway designation _sssignmenL and to this end, s request be ma~le that said portion of th~ Wil~Dr Smith southeastern study be sccelerste~' so as to provide the basis for said approval. It is felt that th~s is ~ reasonable request s~nce the plan of highways xn eastern Portsmouth is one of long standing.
