According 50 r~ce~t newspaper articles, <br />the Norfolk Planning Commission h~s recommended ~hst th~ city ask full priority for waterfront drive design plans <br />in the Wilbur 'Smith study. The ~ilbu~ Smith stud~ would produce design ~lterna~ives and cost estimates for <br />waterfront drive, including the e~timated cos~ of the six lane elevated road with access ramps. It is my recommendation that the <br />Portsmouth~City Council inform the Virgimls S~ate Highway Commission that Portsmouth is vitally interested in <br />spproysl of its waterfront drive outer loop in the.form of s highway designation _sssignmenL and to this end, s <br />request be ma~le that said portion of th~ Wil~Dr Smith southeastern study be sccelerste~' so as to provide the basis <br />for said approval. It is felt that th~s is ~ reasonable request s~nce the plan of highways xn eastern Portsmouth <br />is one of long standing. <br /> <br /> <br />
