October 22, 1963 At a regular meeting of the City Council held on October 22, 1963, there were present: R. Irvine Smith, C. $. Atkinson, John L. Dillon, George D.~ Esstes, L. L. Knight, W. T. Leary, A. P. Johnson, Jr., City Manager, and M. A. Korb, Jr., City Attorney. The meeting was opened with prayer by Mr. Eastes. Minuses of regular meeting of Octobe~ 8, 1963, were read and approved 63-242.- Public hearing on zoning petitions was held: Petition Z 63-18 - Anna Sackstein. No one spoke in regard to the petition. Motion of Mr. Dillon 5o concur in the recommendation of the Planning Commission 5o disapprove the application was adopted, without dissenting rose. P~tition Z 63-22 - Sam Perlin. ~. No one .spoke in regard 5o the petition. Motion of Mr. Leafy to concur in the recommendation of the Planning Commission to disapprove the application was adopted, without dissenting vote. Petition Z 63-23 - Harry T. Crockest. No one spoke in regard to the petition.~ Motion of Mr. Knight 5o concur in the regommendation of the Planning Commission go disapprove the application was adopted, without dissenting vote. Pe~it%o~ Z 63-24 - City of Portsmouth. No one spoke in regard 5o the petition. Mo~ion of Mr. Esstes to concur in the recommendation of the Planning Commission To approve the application and to place on first reading the fgllowing ordinance was adopted, withou~ dissenting voEe: "ZONING AMENDMENT ORDINANCE E 63-24" Petition Z 63-25 - J. C.~ Beasley. No one spoke in regard to. the petition. Motion of Mr. Leafy To concur in the recommendation of the Planning Commission, and to approve the following ordinance on first reading was adopted, without dissenting rose: "ZONING AMENDMENT ORDINANCE Z 63-25" Petition Z 63-26 - Agents Con-An. Investment Co. and George C. Norris. F. H. Abernathy, representing Highland Civic League, spoke against the application. Motion of Mr Dillon To concur.~in the recommendstion of the Planning Comm{ssion to disapprove the application was adopted, without dissenting vote. UP 63-4 - Petition of Disco Corporation by Agen5 R. H. Kirby. No one spoke in regard To the petition. Motion of Mr. K~ight 'to concur in the recommenda~tion of the Planning Commission ~o disapprove the application was adops.gd, without dissenting vose. Th~ f~llowing reports from the City Manager were read: ~3-~4~''~ "It is ih order to hear from Mr. John Landers, Chairman of the Youth Conservation Corps Committee. He will make a reporD concerning the Youth Corp Progra~ of the pas% summer." Motion of Mr. Knigh~ that a rose of confidence and thanks be given Mr. Landers, Chairman of the Youth Corps Committee, Frank Madigan, Direc%or, and all members of the Committee, for the excellent work accomplished by the Youth Corps, was unanimously adopted. 63-247~- "I submit hereFith the audit of the City Government for the fiscal year 1962-63.
