FeBruary 11, 1964 C. Roy Kelly spoke, requesting that the recommendation of the Planning Commission be overruled and that the petition be approved. Motion of Mr. Leafy to approve the rezoning from R-75 to Commercial C-2 Substitute motion of Mr. Knight to defer action on this petition until the regular meeting of Council on February 25, and that the City Manager request the Planning Commission to give a more comprehensive statement of reasons for denying was adopted, and by the following vote: Aygs: Atkinson, Dillon. Eastes, Knight, Leary Nays: Smith, Barnes Z 64-6 - Petition of Woodrow and FLorence Branch. Motion of Mr. Knight to concur in the recommendation of the Planning Commission to a~prove the application was adopted, without dissenting vote, and the following ordinance was approved on first reading; Mr. Atkinson abstaining. : . . "ZONING AMENDMENT ORDINANCE Z 64-6" Z 64-7 - Petition of Agent George O. Norris .... The area around Lamper Road is becoming heavily populated and there are msn~ e~itdren who must cross the tracks on this street. Therefore, we feel that signsls are necessary at these two crossings." Motion of Mr. Barnes that the City Manager be authorized to negotiate with the Atlantic Coast Lin~ Railroad Company ~n this matter was adopted, without dissenting vote. 64-24 - "I submit the attached ordinance and recommend it be placed on first reading. This ordinance establishes a Board of Examiners for Electrical Contractors in the City of Portsmouth. It is to be composed of the Building Official, s representative of the local Virginia Electric and Pbwer Company and three members who may be either certified mas~er electricians, certified architects or professional engineers. This board will hold examinations for persons desiring a license to do electrical work in accordance with the City Code and would issue three types of certificates; a master, a journeyman, and a maintenance eIectrician. Persons doing electrical work ia the city as of January 1, 1964. will not be~required to take'this examination, but will be issued a certificate in the category in which they are performing electrical work.
