<br />At a regular meeting of the City Council, held on M~rch 10, i964, there were pre'sent:

<br />The meeting was opened with prayer by Mr. Leery.-
<br />
<br />Minutes of regular meeting held on February 25, 1964 were read and approved.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> ~4-41 - "I submi~ the attached ordinance and recommend it be placed on first reading.
<br /> This changes the voting place for Jackson Ward from the old Brigg School to the social hall of
<br />the First Presbyterian Church at Court and King Street.
<br /> 'The change has been recommended by the-Electoral Board and has been approved by the church."
<br />
<br /> On motion of Mr. ,Dillon, the follOWing ordinance was approved on first reading, without
<br />dissenting vote:

<br /> "AN ORDINANCE TO AMEND SECTION 37-3~ OF THE CODE OF T~E cITY OF PORTSMOUTH, VIRGINIA,
<br /> 1961, TO CHANGE THE VOTING PLACE FOR ~ACK~ON ~ARD TO THE FIRS~ ~PRESBYTERIANC UR .
<br />
<br /> 64-4E - "I s~mit t~{e attached ordinance and recommend it be placed.on firs't .reading.
<br /> This amends section~ of the Electrical Code in o~der that it will comply with the ordinance
<br />establishing the Beard of Elecbr~cal Examiners.
<br /> In this connection at the last'meeting, the council appointed the board, but did not designate
<br />the term of offi~e~ 'T~e m~mbers, other~thah'-the building official _should be designated for one, ,t. wo, three and
<br />four year terms thereafter.
<br /> It is'also required, under the ordinance, that one of the elected members be a representative of
<br />the Virginia Electric and Power Company. It is therefore requested ~hat one of the names elected be dropped
<br />and Mr. Leroy G~een of the Virginia Electric~and Power~'~Ompany be appointed'to the board.'3

<br /> On motion of Mr. Knight the follow~ng ordinance was approved on first reading:

<br />~nsurance among the iRsarance firmS within the ~wo cities, the' two brokers receiving fifty p~r cent of th~
<br />b~siness. The insurance is awarded to the fir~$ locn,~ed w$thin the respective cities, ~the same_as Portsmouth.
<br /> · in Portsmouth, we have one broker who re~eives two shares instead of e~Jfor handling our business.
<br /> There are nineteen insurance agencies participating in the city insurance~
<br /> T~e. City Df Chesapeake has a cqmm,ittee s~milar to ~orts~outh's~omm~t~e~ composed of agents who
<br />reside in the city. and: with one e~ceptio~ have offices in t~e city. The committe~ i~ Pertsmouth is selected by
<br />the companies wi~h the approval of the c~ ~manager. This committee passes on the ~ti~ibility of the firms to
<br />participate and advises the city ef its insurance needs."
