April 14 1964 <br /> <br /> At a regular meeting of the City Council, held on April 14 1964, there were present: <br /> <br /> R. Irvine Smith, C. S. Atki~son, Jack P.- Barnes, L. L. Knight, W. T. Leery, A. P. Johnson, Jr., <br />City Manager, .and M~, A. Kerb, Jr., City Attorney~ <br /> <br />The meeting was opened wi.t~ prayer by Mr. Barnes. <br /> <br />64-64 - The following hearing on zoning petitions was held. <br /> <br />Petition Z~64-8 - Baldwin Myers. <br /> <br /> No one spoke in regard to the application. <br /> <br /> Motion of Mr. Barnes to concur in the recommendation of the Planning Commission To disapprove the <br />petition was adopted, without dissenting vote. <br /> <br />Petition Z-64-9 - Penobscot Building. <br /> <br />Louis Brenner, attorney,, spoke for the application. <br /> <br /> Motion of Mr. Atkinson to concur in the recommendation of the Planning Commission to approve and <br />to plac~ the following ordinance on first reading was adopted, without dissenting vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 64-9"' <br /> <br />Petition Z-64-il - Edgar B. and Fannie M. Rodman. <br /> <br />J. ~. Livesay, attorney, spoke for the application. <br /> <br /> Motion of Mr. Barnes to concur i~'the recommendation of the Planning Commission to place the <br />following ordinance on first reading was adopted, without dissenting vote: <br /> <br />"ZONING AMENDMENT OI~INANCE Z 64-11" <br /> <br /> Motion of Mr. Barnes that Item #1 under Unfinished Business be considered at this time and that <br />hearing be held on same was adopted, without dissenting vote. <br /> <br />Petition Z-64-1 - Mary D. Lee. <br /> <br />Donald Kilgore. attorney, spoke. <br /> <br /> Motion of Mr. Knight to refer the matter back to the Planning Commission with the request that <br />the additional information given St this meeting be presented to the Commission was adopted, without dissenting <br />vote. <br /> <br /> 64-65 - Motion of Mr. Barnes to suspend the rules ~e hear Mr. John Landers presen~ ~ report <br />relative to Youth Corps program for 1964. <br /> <br />The following recommendation was read: <br /> <br /> "As you no doubt will recall, during the summer of 1963 the City of Portsmouth and the Portsmouth <br />Chamber of Commerce supported in a financial, technical and advisory way a Portsmouth Youth Corp. I believe the <br />success of this program is well known to you gentlemen and to the citizens of this community. <br /> Because of this success, it i~ recommended tha~ you elected'represer~tmtives of our city again <br />offer your assistance by appropriating the funds necessary for the followir~g t9~ y6nth Corp Program to start <br />June 22 and terminate on August 14. <br /> <br /> 1. Establish a Youth Conservation Corp consisting of 85 male workers. Of this number, BO <br /> boys between the ages of 16 and 21 b~ employed for the purpose of cutting grass on <br /> public proper~y, clearing public property of underbrush, weeds, trash and other debris <br /> and ~o perform other u~skilled work that would improve the attractiveness and safety of <br /> public preper~ty withi~ the city. Al~o included in this. program would be t~e clearing of <br /> such private property that may be directed hy the Department of Health and Sanitation <br /> or Director of Public Works. The rate of pay for these workers would be established at <br /> 75~ per hour with a 25¢ per hour bonus for outstanding w~rk performance during any <br /> weekly period. The regular hourly ra~e would be pa.id in the form of a salary on a <br /> weekly basis and the weekly bonus w~nld be accumulative and paid at the end of the <br /> eight week contract period. <br /> <br />It is recommended that four additional youths be employed as supervisors'for this work <br />force at the rate of $1.25 per hour. These young men would be responsible for deter- <br />mining work requirements, measuring work performances ~nd abilities, general directions, <br />and supervision of those employed for this Youth Corp. <br /> <br />Overall supervision for the Portsmouth Youth Corp'would be the responsibility of a <br />Director. It has been developed that Mr'. Frank Madigan, our Director from last year, <br />would be available again for this job. The rate of' pay for the Youth Corp Director <br />would be $2.00 per hour. His responsibility would include overa~ supervision for <br />planning and directing a Youth Corp that would no~ only he an asset ~o the City and <br />accomplish work-'which would otherwise be-impossible but also to develop leadership, <br />interest,' initiative, and civic pride on the par5 of the youths' employed-in this program. <br /> <br />There would be:a need for additional equipment such as swing blades, bush axes, hoes, <br />rakes and miscellaneous hand tools over and above those which are on ha~d from last <br />year's program, Those employed would no~ be permifted to use power tools. <br /> <br /> <br />
