<br /> taking of' urba~ renewal (herein referred so as:?Re~evelepment~') projecm~; and
<br /> WHEREAS, it is desirable, and in tke public in.teresI~that the Portsmouth Redevelopment and
<br />Housing Authority make surveys and prepare 1plans, p~esently es$imated to cost approximately One Hundred Five
<br />Thousand, Five Hundred Ninetyrnine ($105~599.00) Dollars, in order to undertake and carry out a redevelopmenr~
<br />project of the character'contemplated by. Sdction 110 (~) of Title I~. i~ that area proposed as a. Redevelopment
<br />Area, situated in the City o~ Portsmouth, Cemmonwealth of-'Virgini~.,, which is described ~ shown on the attached
<br />sheets.
<br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF~ PORTSNOUTHz~ VIRGINIA:

<br /> 1._ That the~proposed Redevelopment'Ares~desc~ibed above is a slum, blighted, deteriorated or
<br />deteriorating ar~a appropriate for a redevelopment project and that the undertaking by'the ~ortsmouth
<br />Redevelopment and ~ousing Authority of surveys and' plans for a redavelopmen~ project of t~e'character contem~
<br />plated by Section 110 (c) of Title I in the proposed Redevelopment Area ms hereby approved~.
<br /> g. That the financial ass&stance available under Title I is needed ~o enable the Portsmouth
<br />Redevelopment and Housing Authority £o finahee the planning 'an~ undertaking of the proposed project.
<br /> 3. That ir is cognizant of the conditions that are imposed i~''the'undertaking and-%arrying ou~
<br />of redevelopment p~ojects with Federal financial assistance unde~TDtle I, including those'prohibiting
<br />discrimination because of race, color, creed, or'national origin an~ %hose relating to' th~ relocation of s~te
<br />occupants and the provision~of local grants-in-aid and:fha requirement that as ~ cetdition to the execution-et-
<br />a contracm for a loan or capital grant for a redevelopmen~ project, the l~cality must present to the Housing and'-
<br />Home Finance Administrator a workabl~ program for communitz improvement, as set forth in Section 1Ol (c) of
<br />Title I, for utilizing appropriate p~blic and private resources to ~liminate- and prevent the development-or
<br />spread of slums and u~oa~ blight; and that it is the sens-e'-of' this body (a) that a feasible method for the
<br />relocatio~ of f~milies displaced from the redevelopment are~, in Cdnformity'With Titie I, can be prepared,
<br />(b) that the local grants-in-aid can and will be provided in an amount whfch will be no~ less than one-third of
<br />the net Project cost of the Project and which, together with the Federal capital grant, will'be generally
<br />equal to the difference between gross Project cost aIfd the ~oeeeds~or value of project lan~ sold, leased, or
<br />retained for use in accordance with the redevelopment plan.
<br /> 4. That the~filihg of an application by the Portsmouth ~ed~velopmen~ and Housing Authority for
<br />an advance of funds from the United States of A~erica~tD enable it to-defray the best Blithe surveys and ~lan~
<br />~or s redevelopment project in the proposed redevelopment area described above is hereby approved."

<br /> 64~124 - "At a previous meeting of the Portsmouth City Council, there was referred to me a
<br />letter from the Cavalier ~annr Civid League requesting certain improvements. These matters have'~een reviewed,
<br />and I wish ~o submit the following informsuion.
<br /> Traffic counts were taken at the intersection~of Freedom Avenue and Victory Boulevard and
<br />Greenwood Drive and Victdry Boulevard. GPeenwood Drive exceeds the co~nt necessary 5o i~sta~t traffic signals,
<br />and a light has been ordered for this intersection.
<br /> Freedom, Avenue a~d Victory Boulevard will require more study. Although the accident rate
<br />appears to be fairly high at this intersection, the traffic cou~t'~id not justify a signal.
<br /> Cavalier Boulevard at Victory Boulevard will become four independent one-way ope~atlons.'witk the
<br />opening of Interstate 264 and it is believed that signals will not be required due zo this one-way movement.
<br /> Coneerning the need for some relief from d~mages, es you know, the coastruclion of Interstate 264
<br />· s a project financed jointly by the federal~government and the ¥irginia Departmen~ of Highways. The City of.
<br />Portsmouth does not participate in the financing, the making of contracts, nor the supervision of the work.
<br />Included in the special conditions of the cohtract between the State of Virginia and the contractor, provision
<br />ms made for maintenance and repair of streets over which the contractor is hauling, material.
<br /> Provision ms aIs-o made far allaying dust, removing spill, ge and restoration of damaged streets to
<br />their original_ condition. In ~pite of the best efforts of the contractor, there have been dry, windy days in
<br />which flying~ust has been difficult to control. This is now however, moB£1y past since the ma~or part of the
<br />earth hauling has been done.
<br /> Concerning the irregular and terrain settlemen~ of ~ome homes, none of this-has previously been
<br />reported to the Portsmouth Department of Public Works$ hd~ever, we will i~vestigate such specific tooaticr~s 'as
<br />are referred ~o us, but it is doubted that such investigation would lead to any valid conclusions.
<br /> ~ith regard Co the ~e'ed fo~ i~mediACe steps to be taken ~o properly repair all agreets, .please be
<br />advised thar certain streets were designated for the contractor 5o use in his earth haulihg operations. In
<br />Cavalier ~anor and the adjacent area, the Streets~ were Greenwood Drive, north of Wy~n Street to ~cLean Street;
<br />Cavalier Boulevard, Viking Street to Portsmouth Boulevard; Nc~Lean Street, Greenwood Drive to north end.
<br /> Of the%a~ove list%d streets, the folto~ving have bee~ restored: Greenwood Drive, Cavalier Boulevard
<br />to McLean Street; ~cLean Street, Greenwood Drive to Cavalier Boulevard; in addition Cavalier Boulevard, south
<br />side, from Greenwood Drive to Viking Street. Due to the fact that a certain amoun~ of hauling is s~ill
<br />necessary on Greenwood Drive, Wynn ~treet to Cavalier Boulevard and' On Cave'lief Boulev'ard,' ~reenwood Drive 5o
<br />Portsmouth Boulevard; these two streets have not been restored to their original condition.
<br /> The contractor has promised to maintain these s~reets in a usable condition until the necessary
<br />hauling is completed. The next street to be restored is the south side of Greenwood Drive; Cavalier Boulevard
<br />to north of ~ynn Street. The con~racEor has requested that he be'allowed to use the north side of this s5reeg
<br />exclusively (except for local r~sidents.)~ The restored sou~h side would t~mporariiy he' made a two way
<br />between Cavalier Boulevard and Wynu Street. The r~stored south side would temporarily be made two ~ay between
<br />Cavalier Boulevard and Wynn Street.
<br /> The remaining streegs ~ill be restored as soon as- p~ossibl'e The request for curbs and gutters
<br />at the Cavalier ~anor School would call for an expenditure of approximately $10,000.00. In order to make a
<br />satisfactory job, the swale ditches should be filled, and the pavmng on both streets adjusted and widened ~o
<br />meet the gutter grzdes. Approximately/~,~50 lineal feet of curb and guttering, 1,500 squar~ Y~ds of paving
<br />adjustment, and about 1,000 cubic yards of fill would be~equired-.
<br /> At the intersection of Freedom Avenu~ and ~ictory Boulevard, signs prohibiting parking have been
<br />installed in the first half of the block on either side of Victory Boulevard. This should correct the parking
<br />condition in the vicinity of the Volkswagen Company, The matter of more elementary classrooms for
<br />handled by the Portsmouth School Board; however, it ms my understanding that plans are presently being, drawn for
<br />a new school' building ~in this cemmani~y.
<br />Regarding the need for a justice ~f the peace in ~he Cavalie~r Manor area, the City CA~rfe~ Of
<br />Ports~louth provides for thirteer, justices o~ the peace, with all positions filled at the present time. For the
