<br />a5 the November election the question be placed o~ th~ballot whether or sot the machines should b~ purchased.
<br /> I am now advised by the City Attorney that the City cannot hold an advisory election as there is
<br />ao provision in-~our charter.
<br /> For this question ~o be placed on the ballot, it would b~ necessary for a petition to be
<br />presented Eo the City Council with 15% of the qualified, voters, voting in the last gubernatorial election, having
<br />signed and cslling for the et~ectiom. Under this .procedure the results of the election would be final.
<br /> Due to the above ~ircumstances, I recommend that the City Council hold a public hearing on the

<br />fore, contractor is 10% ahead of his anticipated schedule.
