<br /> 64-229 - "When. the City Council atuhorized ~he leasing Qi.the voting machines, I reconunend that
<br />a5 the November election the question be placed o~ th~ballot whether or sot the machines should b~ purchased.
<br /> I am now advised by the City Attorney that the City cannot hold an advisory election as there is
<br />ao provision in-~our charter.
<br /> For this question ~o be placed on the ballot, it would b~ necessary for a petition to be
<br />presented Eo the City Council with 15% of the qualified, voters, voting in the last gubernatorial election, having
<br />signed and cslling for the et~ectiom. Under this .procedure the results of the election would be final.
<br /> Due to the above ~ircumstances, I recommend that the City Council hold a public hearing on the
<br />purchase of voting machines a~ter the November elecrzon and ~efo~e Mar~h 1, 1965."

<br /> For your information, our Monthly Construction Progress Report for the above mentioned projec~
<br />indicates 28~ of time used, and 20% of work complete~; however, the contractor's anticipated work schedule
<br />(attached ~o~ and made a part of.his contract) indicates .that ~0% .ofwork would _be.complete az this ~time, there-
<br />fore, contractor is 10% ahead of his anticipated schedule.
<br /> The. project is to be completed_ November.l, 19&5, and:at this time, we anKicipa~e completion by

<br /> Con~racsor's schedule indicates all paving ~o be done in 1965, however, grading operations are
<br />being performed a~ this time, and contractor will begin paving ~perations very soon.
<br /> There has been, as you know, delays caused by utility adjustments, and some were anticipated,
