<br /> At a Regular Meeting of the City Council on Tuesday, April 14, 1998,
<br />there were present:

<br /> Mayor James W. Holley Iii, Vice Mayor Johnny M. Clemons, Bernard
<br />D. Griffin, Sr., Cameron C. Pitts, James T. Martin, P; Ward Robinett, Jr., J.
<br />Thomas Benn III, City Manager Ronald W. MaSsie, City Attorney G. T mothy
<br />Oksman.

<br /> Vice Mayor Johnny M. Clemons opened the meeting with prayer,
<br />which was followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Holley called the meeting to order and welcomed all in
<br />attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to approve the
<br />minutes of a Called Meeting March 24, 1998, a Regular Meeting on March
<br />24, 1998, a Called Meeting on March 28, 1998, a Called Meeting on March
<br />31, 1998, a Called Meeting on April 7, 1998, and was adopted by unanimous
<br />vote.

<br />- PUBLIC HEARING -
<br />
<br />98 - 75 Public hearing on the City's Operating Budget for Fiscal Year
<br /> ending June 30, 1999.
<br />
<br />John Schalk, 664 Lincoln Street, Executive Director of the Portsmouth
<br />Community Health Center, spoke in support of funding City Manager's
<br />budget recommendation of $55,000 for the Portsmouth Community
<br />Health Center.
<br />

<br />Regina Clemons, 5805 Dunkirk Street, Friends of the Portsmouth
<br />Juvenile Court, requested funding of operational expenses in the
<br />amount of $10,375.
<br />
<br />3. RADM Jamie Adair, 362 Washington Street, PARC Inc., expressed need
<br /> for more than the $71,600 recommended in budget.
<br />
<br />4. Marilyn Tenekjian, 3640 High Street, Medication Access Program for
<br /> Portsmouth (MAPP), requested an additional $5, 00Oin funding.
<br />
<br />5. Dorita Epps, #4 Buchanan Avenue, spoke on behalf of the Fraternal
<br /> Order of Police (FOPI to use $t2 million surplus for raises.
<br />
<br />Bryon P. Kloeppel, 501 Elizabeth Place, School Board Member, spoke
<br />on salaries, health insurance and operations of I. C. Norcom High
<br />School, and an increase in funds for the schools.
<br />
<br />7. James Bridgeford, 3840 Flagship Way, School Board Member,
<br /> requested more funding for the operation of |. C. Norcom High School.
<br />
<br />8. Ray A. Smith, Sr., 1314 Coltrane Avenue, School Board Member,
<br /> requested more funding for the School Board's budget.
<br />
<br />Garrett Shelton, 711 Crawford Street, Vice President of the Fraternal
<br />Order of Police (FOP), presented proposal for alternate pay plan for the
<br />Police Department.
