<br />The meeting was opened with prayer by Mr. Leary.

<br />64-239 - Public hearing on ~he following zoning petitions was held:

<br /> Motion of Mr..Leafy to concur in the recommendation.of the Planning Commission.to approve:the
<br />application,~snd to place the following ordinance on first reading, was~adopted without dissenting vo~e:

<br />Z-64-26 - Petition of Walter W. Philbrick
<br />
<br />Mr. Philbrick spoke~in regard to the petition.

<br />and to place the followfng Ordinance on first reading, was adopted without dissenting vote:

<br />The following communications ~om the City.Manager were read:
<br />
<br /> 64~240 -UI submit.the attached ordinance and recommend that it be placed on first reading. This
<br />closes a portion of Argyle ~r~r~e~ adjacenz zo the Brighton School playground.
<br /> This s~ree~ is no~ officially open; and when it is closed by ordinance it will be incorporated in
<br />the school playground
<br /> This has been approved by the Planning Commission, and a repor~ of the viewers is attached hereto.
<br />
<br /> ~e, the undersigned, who were appointed viewers by you az the City Council meeting held on
<br />August 25, 1964~, to view that portion, of Argyle S~reet lying between a point four hundred and zen feet west of its
<br />intersection with Peach S~ree~ and its wes~er~ terminus, and repor~ ~hether or not in our opinion, any, and if any,
<br />what inconvenience would result from the closing of said portion of Argyle Street, respectfully repor~ that in
<br />our opinion no inconvenience would resul5 in the closing of said st-feet either to the public or ~o any ad~acemt
<br />property owners or Eo ~ other interested ~parties. ~ We recommend that the street be closed."

<br /> On motion of Mr. Knight, the following ordinance was approved on first reading:
<br /> "AN ORDINANCE TO CLOSE A PORTION OF ARGYLE STREET"

<br /> 64-241 - "I submit the attached ordinance and recommend that it be placed on first reading. This
<br />
<br />closes a portion of an alley (formerly known as Fourth Street) between Greenwood Drive and Waldon Avenue.
<br /> This'~closing has been requested by the residents on each side of the alley, and has been approved
<br />by the Planning Commission.
<br /> A copy of the report of the viewers is attach%d hereto
<br />
<br /> "The undersigned, viewers appo~nted by the Council of the City of Portsmouth pursuan% 5o a
<br />resolution and examined the premises and the alley proposed to be closed.
<br /> It is the opinion of the viewers ~hat no inconvenience will be cause~ ~o the public in the
<br />discontinuance and vacation in the alley as set forth in the resolution.
<br /> Your viewers therefore recommend that the requested discontinuance and ~acation of the alley as set

<br />On motion of Mr. Leafy, the following ordinance was approved on first reading, without dissenting
<br />"AN ORDINANCE TO CLOSE AN-~I.LRY LYING BETWEEN GREENWOOD DRIVE AND WALDRON AVENUE"
<br />
<br />64-242 - "I recommend thai I be authorized to employ the engineering firm of Joe D Glenn, Jr., to
<br />do the engineering study necessary for the installation of the Coast Guard Lightship at the foot of London Street.
<br /> This firm will do the necessary engineering with regard ~o soil borings, dredging, filling and
<br />bulkheading the slip, and the method of iR~talling the ship in the slip.
<br /> The estimated cos5 of this engineering work is $2,200.-
<br />
<br /> Motion of Mr. Eastes ~o concur ~n the recommendation of the City Manager was adopted without
<br />dissenting vote
