December 8, 1964 <br /> <br />On motion of Mr. Eastes, the ordinance was adcoted and by the following vote: <br /> <br /> Ayes: Smith, Barnes, Dillon, Eastes, Johnson, Knight, Leafy <br /> Nays: Ndne <br /> <br />NEW BUSINESS <br /> <br /> 64-$25 - The following communication from the Democracy Corm~ittee, addressed to the Portsmouth <br />Electoral Board, was read: <br /> <br /> "The Executive Board of the.Democracy Committee wishes to extend its congratulations to you and <br />the members of the Board for your success in conducting the recent general electidn. To our knowledge the oneration <br />was virtually trouble-free. In an election so full of potential nroblems, both from the increased number of voters <br />and the newness of the voting machines, the Electoral Board's orepar6dness and foresight are to be commended. <br /> It is our considered opinion, that such vast numbers of voters could not have been handled without <br />the use of voting machines. Not only do the voting machines provide a quicker and more orderly system of processing <br />voters, but they also relieve the strain and work from the poll officials. With these advantages in mind, we want <br />to publicly endorse the oermanent use of voting machines in the City of Portsmouth." <br /> <br /> Motion of Mr. Knight that the communication be received and that thanks be expressed to the <br />Democracy Committee for the fine job they did in the last election, was adooted without dissenting vote. <br /> <br /> 64-524 - The following communication from the Collins Machine Works, Inc., was read and on motion <br />of Mr. Barnes referred to the City Manager for report back to the Council: <br /> <br /> "Please refer to our letter of July 8, 1964, which expressed appreciation for the initial action <br />of the City Manager in clearing up some of the drainage and access nroblems peculiar to Syer Road. This letter <br />also asked Council to complete the action necessary to provide a satisfactory route for both public safety and <br />commercial access by officially opening and naming the connecting roads between Syer Road and Frederick Boulevard. <br /> It was noted that Council considered the above letter at its July 14th meeting and referred it to <br />the City Manager for his recommendation. We have not been notified of the City Manager's recommendations, if they <br />have been received. <br /> Please be advised that since the short link of road between Syer Road and the incinerator road has <br />been surfaced with rock~ and the gate left open, an increasing amount of traffic has been generated, including a <br />large volume of city automotive equipment. It has suffered greatly from this heavyusage. <br /> Council is respectfully urged to open and name the incinerator road, and the above-noted short <br />link with Syer Road, as requested in our July 8 letter, and to include the short link in its next scheduled road- <br />surfacing." <br /> <br />64-525 - Motion of Mr. Barnes to go into the election of a judge for the Municipal Court was <br /> <br />adopted. <br /> <br /> Mr. Barnes nominated Donald H. Sandie as Judge of the Municipal Court, effective January 1, 1965, <br />for the unexpired term of Judge Cassell. <br /> <br />On motion of Mr. Knight, nominations were closed. <br /> <br />Vote being taken, Mr. Sandie was elected Judge of the Municipal Court without dissenting vote. <br /> <br /> 64-326 - Motion of Mr. Johnson that the Housing Authority present all plans, drawings and <br />sDecifications for the Weaver Project to the Planning Commission for their study to assure that it is in accord <br />with the overall plan for the City was adopted~ without dissenting vote. <br /> <br /> 64-327 - Motion of Mr. Barnes that the City Attorney be requested to draw an ordinance prohibiting <br />the use 6f any recording device in the Council Chamber, during the Coundil meetings, was adopted without dissenting <br />vote. <br /> <br />On motion adjourned. <br /> <br />Approved <br /> <br />President <br /> <br />City Clerk <br /> <br /> <br />
