Pinkston Co. being the low bidder, I recommend that the contract be awarded to them for the <br />Motion of Mr. Barnes to concur in the recommendation of the City Manager was adopted without <br /> <br /> 64-334 - "I recommend that I be authorized to contract with the Atlantic Coast Line Railroad Company <br />for the installation of flashing railroad signal crossings at Caroline Avenue and Lamper Road. <br /> These two crossings have been studied by representatives of the railroad along with officials of th <br />City of Portsmouth, and it is felt that these signals are necessary at these two crossings. <br />~%e estimated cost of the signal at Caroline Avenue is $11,544, and the estimated cost for the <br />signal at Lamper Road is $12,626. The City will be required to pay fifty per cent of the cost of these installations~" <br /> Motion of Mr. Eastes to concur in the recom~3~endation of the City Manager was adopted without <br />dissenting vote. <br /> <br /> 64-355 - "Under our curb and gutter program, it is proposed that we curb and gutter Winchester <br />Drive between Roelman Avenue and Turnpike Road; Scott Street between Frederick Boulevard and Airline Boulevard; <br />Brighton Street between Erederick Boulevard and Airline Boulevard. ~lese streets carry a right-of-way width of <br />50 feet with a proposed roadway width between curbs of 50 feet. <br /> It is common practice and She recommendation of highway engineers that 5/5 of the total street <br />width be for roadways with the other 2/5 that is left for sidewalks equally divided for each side. In the space <br />left for sidewalks, the concrete walks are laid, the utilities are installed (such as power, telephone, gas, etc.), <br />shade trees and shr~obery are plant~d, and in some instances sanitary sewers are installed. <br /> The curb and gutter work was ~egun on Winchester Drive and approximately 250 feet of curbing laid. <br />~en it was brought to my attention thatlthere was a motion on ~he Council minutes from the meeting of May 24, 1960, <br />that Scott Street, Brighton Street, and Lincoln Street (WinchesterI Drive) be constructed 36 feet wide~ I stopped <br />further const~mtion on these streets until this could be reported to the City Council. <br /> There are many streets in the City, both old and new, constructed on the 30-foot width such as <br />Spratley Street, Hartford Street, Detroit Street, Surry Street, and Caroline Avenue. %~ese streets carry a fairly <br />heavy flow of traffic. <br /> Also attached hereto is a list of streets that were installed on a 30-foot width under the curb <br />and gutter program. Attached to the board behind me is a map showing the streets in red that have bsen installed on <br />a 30-foot width under the curb and gutter program. The ones in green are new streeis installed on a 30-foot width - <br />by developers of subdivisions. <br /> If we are to install curbs and gutters for a 36-foot roadway on the 50 feet wide streets in <br />Westhaven Park, many of the trees and shrubs planted in the present sidewalk area would be destroyed. In addition, <br />it would require the relocation of many water meters and would affect many of the existing driveways w~nich would <br />cause unnecessary expense to many people. Listed below are the utilities that would have to be moved on these <br />three streets: <br /> 22 Catch Basins <br /> 78 Water ~ters <br /> 54 Poles <br /> 9 Gas Valves <br /> 7 Fire Hydrants <br /> Ih addition, 164 trees or shrubs would have to be moved. The additional paving cost will amount <br /> to approximately $11,000. tt is my recommendation that these streets be installed at ~he 50-foot width." <br /> <br /> On motion of Mr. Barnes the privilege of the floor was granted interested persons. <br /> <br />Mr. W. N. Parks of 371! Winchester Drive, representing Westhaven Park Civic League, spoke. <br /> <br /> Motion of Mr. Johnson to concur in the recommendation of the City Manager was adopted, without <br />dissenting vote. <br /> <br /> 64-356 - "I~recommend that the City Council hold a public hearing on the purchase of voting <br />machines at its regular meeting to be held on Tuesday, January 26, 1965. <br /> This is in accordance with action taken by the City Council at a previous meeting. It is necessary <br />that a decision be made on these machines before the first of March when our lease expires." <br /> <br /> Motion of Mr. Leafy to concur in the recommendation of the City Mamager was adopted without <br />dissenting vote. <br /> <br /> 64-337 - "Bids were opened on Friday, December 18, t964, for the sale of City owned property kno~. <br />as the Madison Avenue playground and the land on the southeast corner of Edwards and Sixth Streets. <br /> One bid was received in the amount of S15,200 from Benjamin J. Levy, Attorney for Paul Gordon <br />Associates, Inc. o~ Richmond, Virginia. This firm proposes to build multi-family apartment type dwellings at a cost <br />of not less than $250,000 on this property.
