December 22, 1964 <br /> <br />At a regular meeting of the City Council, held on December 22, 1964, there were present: <br /> <br />R. Irvine Smith, Jack P. Barnes, John L. Dillon, George D. Eastes, Burrell R. Johnson, L. L. Knight, <br />W, T. Leery, A. P. Johnson, Jr., City Manager and M. A. Kerb, Jr., city Attorney <br /> <br />The meeting was opened with prayer by Mr. Smith. <br /> <br /> Minutes of the regular meeting held on December 8, 1964, were read and approved. <br /> The following reports from the City ~anager were read: <br /> 64-328 - ,I submit the attached lease agreement between the Virginia State Ports Authority and the <br />City of Portsmouth, and recommend that the proper City officials be authorize~ to sign. <br /> This lease covers property owned by the Virginia State Ports Authority and known as A. C. L. Pier #1 <br />in Pinners Point. ~nis property is to be leased to the City who will, in turn, lease it to Portsmouth Terminals, Inc <br />who will conduct a lumber unloading operation off this pier. <br /> ~nis lease is for a term of three years." <br /> <br /> Motion of Mr. Barnes that the proper city officials be authorized to sign the agreement, was adopted <br />without dissenting vote. <br /> <br /> 64-329 ""I submit the attached ordinance and recommend that it be placed on first reading. <br /> This appropriates $150,000 from the Capital Improvement Fund for the upgrading of the pier facility <br />at Pinners Point. It is necessary to improve this pier to handle the lumber operation." <br /> <br /> On motion .of Mr. Leery the following ordinance was approved on first reading without dissenting vote: <br /> <br /> "~N ORDINANCE TO APPROPRIATE $150'~000.00 FROM TIlE GENEP~L CAPITAL IMPROVEMENT FUND FOR THE <br /> PURPOSE OF REMODELING A PIER AT PINNERS POINT" <br /> <br />establishes the <br />Is for the year <br /> <br />64-530, "I Submit the attached ordinance and recommend that it be placed on first reading. Thisi <br />1963." <br /> <br />vote: <br /> <br />On motion of Mr. Knight, the following ordinance was approved on first reading, without dissenting <br /> <br /> "AN ORDINANCE IMPOSING ~ND COLLECTING TAXES ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, AND <br /> P~A~qINERY AND TOOLS wi~'IiN THE LImiTS OF THE CITY OF PORTSMOUTH~ VIRGINIA, FOR THE PURPOSE <br /> OF RAISING REVENUE FOR THE suPPORT OF THE GOVERNmeNT AND THE PUBLIC FREE SCHOOLS AND TO PAY <br /> INTEREST AND SINKING FUND ON THE PUBLIC DEBT FOR THE YEAR BEGINNING JANUARY 1, 1963" <br /> <br /> 64-331 - "I submit the a~tached ordinance and recommend that it be olaced, on first reading. <br /> This is an annual ordinance which is adopted in order that the City can receive a portion of the bank <br />stock tax imposed by the state. It is taxed by the state at $1 Der share, with the City receiving $.40 of each $t. <br /> The funds are paid directly to the City by the b~nks iocgted in the City of Portsmouth." <br /> <br /> On motion of Mr. Dillon the following ordinance was approved on first reading without dissenting vote <br /> <br /> "AN ORDINANCE IMPOSING TAXES ON SHARES OF STOCK OF BANKS LOCATED IN THE CITY OF PORTSMOUTH FOR <br /> THE YEAR 1963 ~ND ANNUALLY THEREABTER, FIXING THE RATE AND REQUIRING THE PAYMENT THEREOF, REQUIRIING <br /> CERTAIN REPORTS, AND PRESCRIBING PENALTIES FOR THE VIOLATION THEREOF" <br /> <br /> 64-332 - "Bids were received on December 3, 1964, for the construction of a two-million gallon ground <br />water reservoir. <br /> Bids were taken for both steel and concrete construction, as follows: <br /> <br />Capital City Eton Works <br />Cnicago Bridge and Iron Co. <br />Crom Corporation <br />Pittsburgh-Des Moines Steel Co. <br />Richmond Engineering Co. <br /> <br />Steel Concrete <br />92~5"~-~.00 <br />104,535.00 <br /> 90,970.00 <br /> <br />104,940.00 <br />79,500.00 <br /> <br /> The bids submitted by Capital City Iron Works and Richmond Engineering Company are for cone roof <br />tanks which do not comply with the plans and specifications, Construction of this type would require intermediate <br />colum~ support of the roof which, in turn, would require an alternate foundation design. Had this construction <br />been considered desirable, ail alternate for such wou~d have been included. <br /> The low bid for the steel reservoir is that of Chicago Bridge and Iron Company in the amotunt of <br />$104,355. The low bid for the alternate prestressed concrete reservoir is that of the ~rom Corporation in the amount <br />of $90,970, a difference of $13,365 in the initial cost. <br /> It is the recommendation of our consulting engineer that we construct ~he concrete reservoir; there- <br />fore, I recommend that this be awarded to the Crom Corporation in the amount of $90,970." <br /> <br />vote. <br /> <br />Motion of Mr. Leary to concur in the City Manager,s recommendation was adopted without dissenting <br /> <br /> 64-333 - "Bids were received on December 17, <br />17 between Lee Farm Road and Frederick College Road. <br /> The following bids were received: <br /> <br />1964, for the construction of a water main along U. S. <br /> <br />A. G. Pinkston Co. <br />A. Stuart Bolling <br />Strickland Bros. <br />R. L.
