Brown to rezone property described as follows: Beginning <br />at the southwest co~--~f Portsmouth Boulevard and City Park Avenue; thence south along City Park Avenue 178.02', <br />thence west 197.45' to. Stanley Road: thence north along.Stanley Road 178~S1' to Portsmouth Boulevard; thence east <br />along Portsmouth Boulevard 211.84'-to the point of origin; from Residential R~7S to Commercial C~2. After lengthy <br />consideration and several special studies, the Planning Commission resolved to recommend approval of this application <br />for CoFmercial C-1 on dondition that the applicant perform on three promises volunteered during the nublic discuss- <br />ions relative to this issue: <br /> (1) A statement would be registered with City Council along with a site plan indicating that the <br />applicant has no intention and will not cut the new highway curb for d~veway purposes between City Park Avenue and <br />Stanley Road. <br /> (2) That the applicant dedicates in fee simple to the City of Portsmouth a strip of land not to ex- <br />ceed 20 feet in width for the widening of City Park Avenue and the elimination of an off-set in its cen~erline <br />alignment at the centerline of Portsmouth Boulevard. <br /> (S) That the applicant will provide and maintain an accentable planting screen along the common <br />lot line to the rear of the proposed commercial develOp~," <br /> <br /> Motion of Mr. Knight that the Clerk be authorized to advertise for public hearing on February <br />9, I96S, ~as adopted without dissenting vote. <br /> <br /> 6S-16 - The following communication from the Planning Director was read: <br /> <br /> "At its regular monthly meeting on January 5, 1965, the City Planning Commission publicly heard <br />and resolved to recommend approval of a use permit for a gasoline service station pursuant to Item #24, Page 22 of <br />the Zoning Ordinance on premises described as follows: <br /> <br /> UP-65-1 - Property described as follows: Beginning at the intersection of the south right-of-way <br />llne of Interstate-~2-6~d the south right-of-way llne of Frederick Boulevard: thence southeast approximately 272 <br />feet along Frederick Boulevard; thence south approximatelyl05 feet to a rear property line; thence northwest <br />.approximately 251 feet along said line to Dahlia Street, North: thence north along said street approximately 145 <br />feet to the south right-of-way line of Interstate 264 and the point of origin. <br /> <br /> The following five conditions were specified by the City Planning Commission in recommending that <br /> a use permit be granted: <br /> (1) Curb cuts would meet all City Code specifications and woul~ be skewed to encourage proper <br />ingress and egress without disrupting orderly movement of pedestrians on the new city sidewalk along this stretch <br />· of Frederick Boulevard. <br /> (2) Pavement markings would be applied and: maintained by the owner at the highway entrance and <br /> exit of this gasoline service station, clearly indicating wit~ the word and appropriate arrow "one way" in and <br /> "one way" out. <br /> (5) A proper Commercial C-1 rear yard would be erected and a planting screen maintained to <br /> protect adjacent residential development. <br /> (4) The "seeded area" adjacent to the ramp of Interstate 264 .shown on the plot plan would be main <br />~tained as an integral part of the gasoline service station site to protect its attractiveness and to maintain an ope~ <br />visual quality at the approach to this station. <br /> ~5)' Lighting would be installed so that it will not impose glare conditions upon adjacent residen1 <br /> CMS." <br /> The applicant agreed at the public .hearing to submit for your consideration a site plan meeting <br /> these minimum specifications. The Planning Director would be most happy to review this document and advise the <br /> City Manager on whether or not minimum requirements have been met." <br /> <br /> Motion of Mr. Knight that the Clerk be authorized to advertise for public hearing on February 9, <br /> 196S, was adopted without dissenting vote. <br /> <br /> 6S-17 - The following motions made by Mr. Johnson were adopted without dissenting vote: <br /> <br /> Motion that the Council meet with the Planning Commission at 7:30 P.M. on the third Tuesday of <br />the second and eighth months of each year in the Council conference room. <br /> <br /> Motion that the Council meet with the Portsmouth Redevelopment and Housing Authority at ~:30 P.M. <br />on the third Tuesday of the third and ninth months of each year in the Council conference room. <br /> <br /> Motion that the Council meet with the Portsmouth School Board at 7:30 P.M. on the third Tuesday <br />of the fourth and tenth months of each y~ar in the Couhcil-conference room. <br /> <br /> 65-18 - The Chair announced that the City Manager is now preparing his annual budget and that <br />there should be a review of our present tax structure including a study of the sales tax. <br /> <br />On motion of Mr. Dillon the matter was referred to a conference of the Council. <br /> <br />On motion adjourned. <br /> <br />Approved <br /> <br />President <br /> <br />City Clerk <br /> <br /> <br />
