<br />At a regular meeting of the City Council held on January 26, 1965, there were present:

<br />The meeting was opened with prayer by Mr. Smith.
<br />
<br />Minutes of the regular meeting of January 12, 1965, were read and apProved.
<br />
<br />65-19 - Public hearing on the purchhse of voting sachines was held.

<br /> Motion of Mr. Knight that the City Attorney be requested to prepare an ordinance authorizing
<br />the purchase of the voting machines was adopted without dissenting vote.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 65-20 - "t submit the attached ordinance and recommend that it be placed on first reading.
<br /> This ordinance vacates portions of certain streets that are being closed by the construction of
<br />Interstate 264, between Des Moines Avenue and Washington Street.
<br /> The City has reserved easement rights for the maintenance of ali public utility lines within the
<br />streets that are closed,"

<br />On motion of Mr. Hastes the following ordinance was approved on first reading without dissenting
<br />
<br />vote:
<br />
<br />"AN ORDINANCE TO CLOSE PORTIONS OF ,aTLANTA AVENUE, CAifl)EN AVENUE, CHARLESTON AVENUe, CHESTNUT
<br />STREET, CLIFFORD STREET, GREEN STREET, GRIFFIN STREET, LANSING AVENUE, LAUREL AVENUE, MAPLE
<br />AVENUE, PARKER'AVENUE, PRHNTIS AVENUE-, RACE STREET AND RICHMOND AVENUE."
<br />
<br /> 65-21 - "I submit the attached resolution and recommend its adoption.
<br /> This authorizes the submission to the Housing and Home Finance Agency the preliminary plans yelativ~
<br />~p High Street i~prove~ents~ '' !~- ...... ~ .
<br /> These are the preliminary plans prepared by Travers Associates in connection with the Colonel
<br />Crawford Plan.
<br /> The Housing and Home Finance Agency has approved a grant of $3,700 for the preliminary plans on this
<br />project, and it is necessary to adoptCthis resolution ~n order that we can obtain our funds from the Federal
<br />Government."
<br /> '(Attachment: '~PIEREgS, The City of Portsmouth, Virginia, accepted an offer from the United States
<br />Government for an advance for preparation of planning documents pertaining to a public work described as High
<br />Street Improvements P-VA-3063; and
<br /> b~EREAS, Travers Associates was engaged to prepare the ¢lanning documents for the aforesaid public
<br />work, and said architect andZor engineer has completed documents and submitted them for approval; and
<br /> WHEREAS, 'the completed planning documents have been carefully studied and are considered or comprise
<br />adequate planning of the public work essential to the community and within the financial ability of the City of
<br />Portsmouth, Virginia, to construct;
<br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Portsmouth the governing body of
<br />said applicant, that the planning documents submitted by Tra~ers Associates as the basis for detailed planning
<br />of the High Street Improvements P-VA-3063 dated , and the statements in Form~CFA-430, Request for
<br />Review and Approval of Planning Documents, in connection with Housing and H~me Finance Agency Project No. P-VA-3063
<br />be and the same are hereby approved; and that certified copies of this resolution be filed with the Housing and
<br />Home Finance Agency.")

<br /> 65-22 - "I recommend that the City of Portsmouth employ the engineering firms of Parsons,
<br />Brinckerhoff, Quade ~ Douglas and Langley ~ McDonald to design detail plans for the construction of the Marine
<br />Terminal at Pinners Point. It is .understood that the authorization to employ these two firms ~s subject to the
<br />concurrence of the Virginia State Ports Authority.
<br /> By employing the engineers atthis time, it is felt that approximately 14 months can be saved in the
<br />completion of this Marine Terminal.
<br /> While the City of Portsmouth willbe underwriting the cost of this engineering work at this time,
<br />the City will be reimbursed when the final financing is completed in conjunction with the Virginia States Ports
<br />Authority.
<br /> The Portsmouth Port and Industrial Commission also recommends the employment of Parsons, Brinckerhofi
<br />Quade & Douglas and Langley & McDonald."
