February 9, 1965 <br /> <br />Zoning Ordinance, for the construction and operation of a gasoline servic~ station to be located on the property <br />described as follows: Beginning at the intersection of the southern boundary of Frederick Boulevard with the <br />eastern boundary of Interstate.Highway 264; thence S. 82° 02' 10" E.:92~51 feet along the southern.boundary of <br />Frederick Boulevard; thence continuing along Frederick Boulevard S. 76Q 11' 10" E.-iS0 feet; thence S. 13° 48' SO" <br />~. 10S.10 feet; thence N. 86° 10' 10" N. 231.63 feet; thence N. 06° 18' 10" ~. 122.09 feet to a point; thence along <br />a curve to the right having a radius of 38.5118 feet an arc distance of 20.95 feet to the point of beginning." <br /> <br />The following reports from the City b~anager were read: <br /> <br /> 65-50 - "I submit the attached ordinance and recommend that it be forwarded to the Bond Commission <br />for their consideration. <br /> This ordinance authorizes the issuance of $1,700,000 in General Obligation Bonds. <br /> Of these funds, $1,200,000 will go toward-the school congtruction program which the City Council <br />authorized in February 1964, covering a four-year period. This is part of the funds for the Cradock Junior High <br />School, Cavalier Manor Junior High School, Douglas Park addition, Mt. Hermon addition, Hedges Manor Junior High <br />School, and maintenance building totaling approximately 4 1/2 million dollars. <br /> The balance of the bond issue is for the City's ~ogt in the construction of the armory and for <br />sewers to be constructed in Victory Park along with sewer projects which are already under construction in the <br />annexed area," <br /> <br /> Motion of Mr. Pastes to concur in the recommendation of the City Manager to refer the following <br />ordinance to the Bond Commission, was adopted without dissenting vote: <br /> <br />"AN ORDINkMCE AUTHORIZING THE ISSUANCE OF ONE MILLION SEVEN HUNDRED THOUSAND DOLLARS OF <br />BONDS OF THE CITY OF PORTSMOUTH, VIRGINIA, TO BE KNOWN AS GENERAL OBLIGATION BONDS, FOR <br />THE PURPOSE OF PROVIDING FUNDS TO CONSTRUCT SCHOOL BUILDINGS, AN A~4ORY, AND SEWERS, <br />.MAKING PROVISION FOR THE FORM OF SAID BONDS AND FOR THE PAYMENT THEREOF" <br /> <br />65-31 -" I submit the attached ordinance and recommend that it be placed on first reading. <br />This appropriates $75,000 for the purchase of fifty voting machines as autkerized by the City <br />Council at its last meeting. ~le cost is $1,550 per machine less a credit of $5,000 which the City paid for leasing <br />the machines for a period of one year~ This lease arrangement terminates in March of-1965 at which time it will <br />be necessary to ~urchase the machines dr return same." <br /> <br />On motion of Mr. Knight the following ordinance was approved on first reading without dissenting <br /> <br />vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $73,000.00 FROM THE GENERAL .CAPITAL I~ROVEMENT FUND <br />FOR THE PURPOSE OF PURCHASING VOTING MACHINES" <br /> <br /> 65-32 - "I present herewith the preliminary study of the extent of poverty in the seven-city area <br />of Tidewater prepared by Greenleigh Associates, Incorporated for the cities of Norfolk, Hampt6n~ Newport News, <br />Virginia Beach, Suffolk, Chesapeake, and Portsmouth. <br /> The Greenleigh report indicates that there are pockets of poverty in the Tidewater cities and calls[ <br />attention to the need for the seven cities collectively or individually engaging in further planning actiontto~prevent <br />poverty in social and health standards, housing, and education. <br /> The report further recommends the establishment of a local office or offices to conduct the addi- <br />tional studies which should be made in order to plan our anti-poverty programs effectively. <br /> Some of the City Managers have discussed this renort informally and are recommending to their <br />respective councils that the.city they represent authorize the Health, Welfare and Recreation Planning Council in the <br />City of Norfolk to apply to apply for the nlanning funds. <br /> In the City of Portsmouth the United Community Services has offered to take the responsibility <br />for the development of a community action program for Portsmouth if the City Council so desires, and a copy of <br />their letter is attached hereto. <br /> Therefore, I recommend that I be authorized to join in such a recommendation in such a report to <br />the Hampton Road~ Committee for area-wide cooneration which originally requested the managers to-investigate this <br />economic opportunity program. I also recommend that the City Council designate the United Community Services as our <br />representative for plannin~ purposes; and if they so desire, work with the Health, Welfare and Recreation Planning <br />Council of the City of Norfolk in conjunction with the other cities in the Tidewater area." <br /> [Attachment: 'The Con~unity Services Council as the health, welfare and recreation planning <br />organization for this area is very much interested in the potential offered the community by the Economic Opportunity~ <br />Act of 1964 and in the early and maximum utilization of this potential by the community, As you are aware the Act <br />offers financial assistance for the improvement or extension of existing services and the initiation of new services <br />as well as for the development of new ways of providing services. It appears that a key requirement of the program's~ <br />administrators for approval of local grant requests is the existance of a community action proRram or plan to deal <br />with poverty for the community. <br /> After a review of the readiness of the communi~ty to take part in the program it appeared that this <br />community had insufficient and too fragmented a knowledge of the many aspects of poverty at this point to propose er <br />submit any s~und plan or program to meet t~is reouirement. We believe that Portsmouth is at the point where the <br />first step should~ be to undertake the development of a community action program. The Act does provede for grants to <br />com~nunities for the purpose of develop~n~ these programs. <br /> Our Community Services Council would like you to know that it is willing to assist the City in any <br />manner which may be considered appropriate towards the utilization of the Act for the communities benefit. Ou~ <br />Council would be willing to take responsibility for the development of a community action program for Portsmouth <br />if the City Council should desire us to do so and will so advise us.'") <br /> <br /> Motion of Mr. Knight to concur in the recommendation of the City Manager was adopted without <br />dissenting vote. <br /> <br /> <br />
