<br />At a regular meeting of the City Council held on February 9, 1965, there were present:
<br />
<br />R. Irvine Smith, John L. Dillon, George D. Bastes, Burrell R. Johnson, L. L. Knight,
<br />W. T. Leafy, A. P. Johnson, Jr., ~it~ Manager, and Mr. A. Korb, Jr., City Attorney
<br />
<br /> 65-28 - The Chair recognized representatives of the Boy Scouts of America, with their District
<br />Executive, R. A. Rankin III, who were visiting the Council in honor of National Boy Scout Week.
<br />
<br />The opening prayer and pledge to the flag were led by the Scouts.
<br />
<br />Reports of Scout activities for the past year were given by:
<br />
<br />James L. Powell, representing Cub Scouts
<br />James W. Loulies, representing Troup 215
<br />James B. Heely, representing Troup 215
<br />
<br />Minutes of the regular meeting of January 26, 1965, were read and approved.
<br />
<br />65-29 - Public hearing on zoning changes and use permit were held.
<br />
<br />Petition Z-65-1 - Wilma R. Grimes and J. J. Edwards by Marold B. Tiffany, Attorney.
<br />
<br />Mr. Harold Tiffany spoke for the petition.
<br />
<br />Motion of Mr. Johnson to grant the request for zoning change.
<br />
<br /> Substitute motion of Mr. Eastes that all matters pertaining to any of these three streets be
<br />referred to a conference of the Council, was adopted: Portsmouth Boulevard, Turnpike Road and Airline Turnpike.
<br />
<br />Petition Z-65-2 - Roughton Realty Corporation.
<br />
<br />No one spoke in regard to the petition.
<br />
<br /> Motion of Mr. Dillon to concur in the recommendation of the Planning Commission and to place the
<br />following ordinance on first reading, was adopted without dissenting vote:

<br />Road, and Airline Turnpike was adopted, Mr. Smith voting 'No%"

<br /> Use Permit 65-1 - American Oil Company.
<br />
<br />Jefferson B. Brown, attorney, spoke for the application.
<br />
<br /> On motion of Mr. Leafy the following resolution was adopted, without dissenting vote:
<br />
<br /> "WHHREAS, American 0il Company, has filed an application pursuant to Section 4-2 of the Zoning 0rdin-~
<br />ance of the City of Portsmouth, 1961, for the granting of a use permit as hereinaffer described; and
<br /> ~.~£P. HAS, the applicant, the Planning Director and the City [.~anager have done all things required to
<br />be done in connection with said application, and the Planning Commission has recommended the granting of said use
<br />permit, subject to the conditions hereinafter stated.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmamth, Virginia:
<br />
<br /> A. That the use for which the use permit hereinafter described is sought (1) will not adversely
<br />affect the health or safety of persons residing or working i~ the neighborhood of the proposed use, (2) will not be
<br />detrimental to the public welfare or injurious to property or improvements in the neighborhood, and {5) will be in
<br />accord with the purposes of said Zoning Ordinance.
<br /> B, That the use permit hereinafter granted shall be subject to the following conditions:
<br /> 1. Curb cuts must meet all City Code specifications and must be skewed to encourage proper ingress
<br />and egress without disrupting orderly movement of pedestrians on the sidewalk along Frederick Boulevard.
<br /> 2. Pavement markings must be applied and maintained by the owner at the highway entrance and exit,
<br />clearly indicating with th~ words appropriate arrows "one way" in and "one way" out.
<br /> $. A proper Commercial C-1 rear yard.~and a planting screen must be maintained to protect adjacent
<br />residential development.
<br /> 4. The "seeded area" adjacent to the ra~lD of Interstate 264 shown on the plot plan must be maintaine~
<br />as an integral part of the gasoline service station site ~o protect its attractiveness and to maintain an open
<br />visual quality at the approach to this station.
<br /> 5. .Lighting must be installed so that it will not impose glare conditions upon adjacent residences.
<br /> C. That American Oil Company, is hereby granted a use permit, pursuant to Section 4-2 of said
