The Planning Commission resolved <br /> to recommend disapproval of this application because it found no reason for recommending approval. The <br /> Planning Commission resolved not to recommend approval of this application on grounds that it is not in conformity <br /> with overall rezoning policies laid down on April 2, 1963; which was based upon public hearings, a field tri~ and an <br /> overall study of Portsmouth Boulevard from Alexander's Corner to the HodgesFerry Bridge. <br /> Z-6S-6 - Petition of the Portsmouth City Planning Commission by the Planning Director to rezone <br /> property describe-~follows: Beginning at the centerlines intersectionof Peninsula Avenus and London Street; <br /> thence east along said centerline of London Street to the centerline of Hatton Street; thence south along the center- <br /> line of Hatton Street to a point midway between London Street and Queen Street; thence west along a line parallel <br /> to the centerline of London Street to the centerline of Peninsula Avenue andthence north along the centerline of <br /> Peninsual Avenue to the point of origin; from Residential R-60 to Commercial C-2. The Planning Commission resolved <br /> to recommend approval now that the alignment Of Route 141, west of Effingham Street, in this general area is known; <br /> and in view of the fact that plans for Northside #1 urban redevelopment project adjoin~g this area to the north are <br /> advancing toward the point of implementation. <br /> Z-6S-7 - Petition of T. E. Davenport, Richard Ivins and George H. Ivins to rezone property described <br />as follows: Beginning at a point approximately SS7 feet east of Yorkshire Road and approximately 220 feet north of <br />Airline Boulevard; thence northwest approximately 8S6 feet to a property line; thence east along s~id line approxi- <br />mately 900 feet to a point; thence south approximately 180 feet along a property line; thence southwest approximatel' <br />650 feet to the point of origin; from Residential R-?S-Sore Regiden~ial R-60. The Planning Commission resolved to <br />recommend disapproval of this application on the following grounds: <br /> (1) The request is for spot zoning in that this property is in no way peculiar to the area in which <br /> it is situate. <br /> (2) Ine Planning Commission's overall street pattem~ for the area between CollinSwo0d and Laurel <br />Gardens, north of Airline Boulevard (Route S8), has been productive of desirable results during the past two years; <br />approval of this application would seriously hamper the community's ability to enlist future private cooperation to <br />the end of plan accomplishment. <br /> (3) If th~s plan were approved, it would seriously hamper development of property to the east and <br />to the west where arbitrary lot lines (of perhaps a cent~y standing) warrant careful planning and diligence in the <br />implementation of approved plans. <br /> (4) Single-family nature of this neighborhood will be seriously marred if additional exceptions to <br />the zoning plan of 1961 are g~anted without careful thought. <br /> (5) Population s~udies of this Hedges Manor Elementary School neighborhood indicate mounting <br />problems that can best be handled by gradual increase in population rather than sudden sharp increases brought on <br />by extensive apartment house development. <br /> (6) There is considerable vacant property in this neighborhood zoned for town house and apartment <br />house development. <br /> Z-65-8 - Petition of Agent Herbert G. Gray to rezone property described as follows: Beginning ~t th~ <br />intersection of ~treet and Beaten Drive; thence along Vick Street a distance of 150 feet to a point; thence <br />northerly a distance of 95 feet to a point; thence along the ~ear of the lot 105 feet to a point; thence 150 feet <br />southerly to the point of beginning; from ReSidential R-75 to Commercial C-1. The Planning Commission resolved to <br />recommend disapproval of this application because it calls for spot zoning and extension-revitalization of an old <br />marginal business area that could, in the interests of the immediate neighborhood, b~st be rebuilt as residential <br />in conformity with the 1961 zoning policy plan." <br /> <br /> Motion of Mr. Barnes that the City Clerk be authorized to advertise all netitions except Z-65-7, <br />which attorney John A.
